It is submitted that the industry is a small scale red category unit, engaged in manufacturing of Sorted rice @ 3.0 TPH (Without dryer) by processing paddy @ 4.48 TPH as raw material. The industry was earlier granted renewal of consents to Operate under the Water Act, 1974 vide no. R15SGRCTOW3184169 dated 24/09/2015 & the Air Act, 1981 vide no. R15SGRCTOA3184154 dated 24/09/2015, both valid upto 30/06/2016 for manufacturing of Sorted rice @ 3.0 TPH (Without dryer) subject to the certain conditions mentioned therein along with main condition that the industry will submit analysis report of emission sample for its stack from the Board's lab within a month after its re-commissioning for coming paddy season.
The industry has applied for renewal of consents to operate under the Water Act, 1974 & the Air Act, 1981. To verify the facts, the industry was visited by undersigned on 15/10/2016 and it was observed as under:
1. The industry was not in operation, due to off season.
2. The industry has covered all the processing sheds.
3. The industry has provided brick road from main gate of the industry to the rice room for the movements of vehicles.
4. The industry has provided cyclone as APCD with adequate stack height to control the process emissions. All the dust emitting points are hooded and connected to the cyclone.
5. The industry has failed to submit analysis report regarding the performance of APCD installed by it.
6. The industry has provided brick wall of 10 feet height in front of the discharge point of rice husk area and the length of aforesaid brick wall is 35' on each side of the rice husk discharge point.
7. The industry has constructed 15 feet height of brick wall in front of the discharge point of rice husk area.
8. The industry has no source of trade effluent generation and only domestic effluent was being discharged on to land for plantation after septic tank.
9. The industry has deposited Rs. 22,500/- each vide R.No. 86/4530 & R.No. 85/4530 dated 16/09/2016 against the fixed assets of Rs. 61.17 lacs, as Water & Air consents fee, which is adequate upto 30/06/2021.
10. Further, the air emission sampling of the industry was carried out on 23/01/2016 as per analysis report revealed that the concentration of SPM was found to be 262 mg/Nm3, which is within the permissible limits.
The industry is complying with the code of practice notified by the Govt. of Punjab, Deptt. of Science, Technology & Environment vide notification no 10/48/2004-STE-(4) / 932 dated. 15/10/2013 and complying with the provisions of Water Act, 1974 & Air Act, 1981. As per office order No. 461 dated 31/12/2013, the competency for grant of consents to the rice shellers with dryer and saila plants lies with the Environmental Engineer of the Regional Office.
If approved, the consents under the Water Act, 1974 & the Air Act, 1981 may be granted to the industry upto 30/06/2021 with suitable conditions.
