The above said industry is dry rice sheller granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. RO/PTA/WPC/2007/V-259 dated 29.05.2012 (valid upto 12.04.2016) &Air (Prevention & Control of Pollution) Act, 1981 vide no. RO/PTA/APC/Expn/V-700 dated 30.05.2007 (valid upto 30.06.2019) for processing of paddy @ 1.5 TPH (without drier). The rice sheller is registered in inventory at sr. no. PTA/CON/1222.
Now, the industry has applied for renewal of consent to operate under said acts and has already deposited Rs. 9000/- vide R.No. 99/4321 dated 13.10.2016 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 3600/- vide R.No. 99/4321 dated 13.10.2016 under Air (Prevention & Control of Pollution) Act, 1981 against capital investment of Rs. 24.25 lacs as on 30.09.2016. The consent fee deposited by the industry is adequate upto 30.06.2021. The industry has submitted the samples could not be taken as a rice sheller is now lying closed and will get it done in coming paddy season. The industry has also submitted the compliance report of the conditions of the consents earlier granted to it, C.A. certificate. The industry has also submitted new partnership deed.
The industry has been already visited by this office on 18.10.2016. During visit it was observed as under:-
1. The industry was not in operation.
2. The roads for the movement of the vehicles inside the sheller premises up to rice room and shelling shed are paved brick roads.
3. The industry provided proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area is more than 3.5' higher than the discharge point of the rice husk pipe.
4. The industry has provided wall of height more than 10' approximately and has also provided layer of wind screen of 5' approx above the brick wall which seems to be adequate.
5. The domestic effluent is being discharged onto land for plantation after septic tank.
The industry is complying with the conditions new code of practice notified by Govt. Notification no. 10/48/2004-STE (4) /932 dated. 15/10/2013 provisions of Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981.
Keeping above in view, it is recommended that:-
1. The validity of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be renewed upto 30.06.2021
2. The consent to operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.06.2017 with usual conditions and special condition that
a. The rice sheller shall continue to abide by the new code of practice notified by Govt. Notification no. 10/48/2004-STE (4) /932 dated. 15/10/2013.
b. The rice sheller will get its stack emission analysis done from Board/ Board's approved lab whenever it restart its process.
