File Note: It is submitted that the industry is a waste recycle unit and established after obtaining NOC from pollution angle from the Board vide no. R14FGSCTE2179702 dated 22.12.2014 valid upto 21.12.2015 for installation of recovery unit of Zinc metal @ 5 TPD by using APCD Dust i.e. hazardous waste category 34.1 @ 10 TPD and liquid amonia @ 80 kg/day as raw material with the conditions mentioned therein. The industry has also obtained permission for trail run of the unit from Central Pollution Control Board, New Delhi vide letter no. 14020 dated 04.11.2015 vide which the industry has been permitted to utilize 10 MTD of APCD dust (i.e. bag house residue of induction furnace installed within the unit) for the manufacturing of zinc ingots subject to certain conditions. This permission of trail run was valid for 3 months from the day of issue. Accordingly, the industry has applied to obtain consent to operate to the Board under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for trail runs. Accordingly, the Board had granted consent to operate under Water Act, 1974 Vide No. R15FGSCTOW3182657 dated 01.12.2015 (valid upto 29.02.2016) and under Air Act, 1981 Vide No. R15FGSCTOA3182626 dated 01.12.2015 (valid upto 29.02.2016) with the following conditions: 1. This consent is valid upto 29.02.2016 only and trial run for utilization of the APCD dust (Hazardous Waste) shall be carried out in presence of CPCB & PPCB Officials. 2. The handling and transportation of APCD dust from the source of generation to the utilization area shall be carried out in an environmentally safe manner. 3. The industry shall not procure or process APCD dust (hazardous waste) on regular basis, till the regular consent u/s 25/26 of the Water (Prevention & Control of Pollution) Act, 1974 and u/s 21 of the Air (Prevention & Control of Pollution) Act, 1981 (Prevention & Control of Pollution) Act, 1981, for manufacture of zinc ingots @ 5 MT/day is obtained. 4. The industry shall not commission/start regular processing of APCD dust (hazardous waste), till the regular authorization under Rule -5 of the Hazardous Waste (Management, Handling & Trans –Boundary Movement) Rules, 2008 is obtained. 5. The industry shall not procure/process APCD dust (hazardous waste) on regular basis, till approval under Rule-11 of the Hazardous Wastes (Management, Handling & Trans-boundary Movement) Rules, 2008, for utilization of APCD dust (Hazardous Waste) to manufacture zinc ingots, is granted by the CPCB. 6. The industry shall comply with all the conditions imposed in the permission granted vide CPCB letter no.14020 dated 04.11.2015, to carry out trial run. Now, the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 alongwith the extension letter regarding permission for trail run of the unit granted by Central Pollution Control Board, New Delhi vide letter no. 18136 dated 18.10.2016 upto 31.12.2016. The industry has deposited Rs. 1500/- vide R.no. 46/4323 dated 18.11.2016 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 1500/- vide R.no. 46/4323 dated 18.11.2016 under Air (Prevention & Control of Pollution) Act, 1981 in addition to already deposited Rs. 12000/- on 18.11.2015 against the fixed assets of Rs. 4.87 crore as per C.A. certificate submitted by it. The consent fee deposited by the industry is adequate upto 31.12.2016 under each act separately. The industry was visited by the Senior Environmental Engineer, Zonal Office-I, Patiala, Environmental Engineer, Regional Office, Patiala & Asstt. Environmental Engineer-II (Er. Rajeev Gupta), Regional Office, Patiala on 11.11.2016 and it was observed as under:- 1. During visit, the industry was not in operation. 2. The industry has provided two no. roast chambers equipped with common bag filter house as APCD and common stack of height 13 m above ground level. 3. The industry has installed one no. furnace and same was not in operation during visit to the industry. In this regard, the representative of the industry informed that the said furnace is not being operated by it. 4. The industry has also installed packed bed scrubber for the scrubbing of ammonia emissions generated from its sheds i.e. mixing section and electrolysis section. 5. The industry has not installed any DG set within its premises. 6. No generation of any effluent from the process and the entire scrubbing water is being re-circulated. Keeping in view of the permission granted by CPCB, Senior Environmental Engineer, Zonal Office-I, Patiala may be recommended that:- a) The consent to operate granted to the industry under the Water Act, 1974 and the Air Act, 1981 to make trial run to utilize 10MT/day of APCD dust (bag house residue of induction furnace) for manufacturing of Zinc ingots, may be renewed upto 31.12.2016 with the conditions already imposed in the original consent letter alongwith the additional condition that: i.) The industry shall inform to the Board regarding preparedness of the unit for the trial run so that the same may be conducted in presence of the officers of the Board. ii.) The industry will adopt protocol already intimated by the CPCB to the industry by vide its letter no. 14020 dated 04.11.2015, during trial run for utilization of APCD dust generated from induction furnace to recover metallic zinc. b) The copy of the consents may be endorsed to the Central Pollution Control Board for kind information and further necessary action at their end please.
