File Note: It is submitted that Regional Office has forwarded the case for renewal of consents to operate granted under the Water Act, 1974 & Air Act, 1981 to the industry as per the details mentioned in the agenda note. The agenda note has been examined & observed as under:- 1. The industry was granted consents to operate under the Water Act, 1974 and Air Act, 1981 vide nos. R14FZLCTOW2207962 & R14FZLCTOA2193062 dt 23.12.2014, respectively for operation of parboiling plant & rice sheller unit to manufacture saila rice @ 48 TPD with discharge of treated trade effluent @ 50 Kl/day onto land for plantation, subject to the conditions mentioned therein, valid upto 30.06.2016 each. 2. The industry was visited by officer of Regional Office alongwith Scientific Asstt. on 12.02.2015 to collect effluent & emission samples and it was observed as under – a) The parboiling section of the industry was in operation for production of steamed rice. b) 2 no. emission samples were collected during the visit from stacks of APCDs installed with boiler furnace & shelling section and as per analysis report of Board's lab, conc. of SPM in emission samples was found to be 494 mg/Nm3 & 372 mg/Nm3, respectively against the 750 mg/Nm3 i.e. within the permissible limits prescribed by the Board. 3. The industry has applied for consents to operate under the Water Act, 1974 and Air Act, 1981 through OCMMS on 17.11.2016. 4. The industry was visited by officers of Regional Office on 03.12.2016 and it was observed as under – a) The industry was in operation for production of raw rice only. b) The industry has installed cyclone as APCD with the shelling section of rice Sheller to contain the process emissions and the same was in operation with dust emitting points connected to the APCD. c) The industry has provided stack of adequate height with the APCD and provisions to facilitate emission sampling. d) The industry has provided room type enclosure with roof of size 29'x23'x18' for discharge / storage of rice husk in compliance to the code of practice prescribed by Govt. vide notification dt. 15.10.2013. e) The industry has provided brick paving at movement area of vehicles, within its premises. 5. The industry has complied with the conditions of consents to operate granted under the Water Act, 1974 and Air Act, 1981 for operation of raw rice only 6. Regional Office has informed that the matter regarding consents/operation of parboiling plant was discussed with the representative of industry but they requested to grant the consents to operate for raw rice only. Regional Office has recommended that - a) consent to operate under the Water Act, 1974 may be granted to the industry for a period up to 30.06.2018 for the operation of rice sheller unit to manufacture raw rice @ 48 TPD with discharge of domestic effluent @ 1.0 onto land for plantation, subject to the suitable conditions. b) consent to operate under the Air Act, 1981 may be granted to the industry for a period up to 30.06.2018 for the operation of rice sheller unit to manufacture raw rice @ 48 TPD, subject to the suitable conditions along with that the industry will submit analysis report of emission sample from its stack of APCD installed by it from Board's lab, within a period of current paddy season / 2016-17. c) Direction may be issued to seal the parboiling / steamed section. It is further submitted that industry has applied for steamed rice in the application form and has not submitted in written regarding non operation of parboiling / steamed plant. If approved, Regional Office may be requested to clarify whether industry has submitted in written regarding the non operation of parboiling / steamed plant or not.
