It is intimated that the educational institute was established without Consent to establish (NOC) of the Board. Earlier the NOC application of the institute was returned by this office due incompletion.
Now the educational institute has again applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 online through OCMMS, which is incomplete. The industry has already deposited Rs. 45125/- vide r. no. 54/4217 dated 12.9.2016 as Air consent fee, Rs. 45125/- vide r. no. 55/4217 dated 12.9.2016 as Water consent fee, Rs. 9000/-vide receipt No. 53/4217 dated 12.9.2016 as NOC fee, Rs. 500/-vide receipt No. 52/4217 dated 12.9.2016 as form fee, which is adequate upto 30.06.2017.
I had checked the documents uploaded by the industry personally and verified the same.
1) I had personally checked the industry registration details and found that the telephone No. and other details are relating to the owner of the industry.
2) The industry is listed at Serial No HSP/CON/0843 of Inventory Prepared by this office.
3) The industry has only submitted consent fee through cheques and has not deposited any online consent fees.
4) The industry is small scale Orange Category Unit and the Competency with of case lies with Senior Environmental Engineer, Zonal Office.
The industry was visited by the officer of the Board on 28.12.2016 & observed that during visit Sh. Mandeep Singh Rana, Principal contacted at site and he informed that the institute has total strength of 350 students and 30 No. faculty members. There are 05 No. engineering streams (Mechanical, Civil, Electrical, Computer, Electronics ) in the college. The institute has not any hostel facility in the premises. The institute has mentioned built up area in the application form 8847.14 Sq.mtr. and has not covered under Environmental Clearance. The college has provided septic tank for the collection of domestic effluent which is further discharge into the Handowal Choe for stagnation. Lot of grass was seen on the outer boundary of the institute and domestic effluent sample was not carried out during visit. The septic tank has cemented cover from the top and no outlet available in the premises. The institute has one no. DG Set of capacity 60 KVA without canopy. The institute was dumping the MSW in a pit within the premises in unscientific manner. The institute has not provided rain water harvesting system in the premises. The institute was raised clarification to deposit the adequate consent fee, but the institute failed submit the same. The institute has submitted copy of CLU and approved building plan from the competent person.
In view of above it is recommended that:
i) Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be refused .
