File Note: The industry is a medium scale unit and is engaged in acid pickling (HCL) and hot dip galvanizing processes. The industry was earlier granted consent to operate under Water Act, 1974 and Air Act, 1981 both valid upto 31.12.2016 with main conditions that:- 1) The industry shall operate its ETP properly and efficiently, so as to achieve the standards prescribed by the Board till the common re-processing unit for HCL spent acid is commissioned. 2) The industry shall submit extended Bank Guarantee of Rs. 5.00 Lac, within 7 days as already imposed and the decision regarding return of Bank Guarantee will only be taken after the submission of extended Bank Guarantee. The industry had thereafter requested to return the Bank Guarantee earlier submitted by the industry since the bank guarantee was imposed during hearing on 19.11.2010 to as an assurance to achieve ZLD for zinc electroplating process and now the industry has closed its electroplating process permanently. After considering the request submitted by the industry, the Bank Guarantee was returned to the industry in compliance to Zonal Office-2, Ludhiana letter no. 5788 dated 11.08.2016. Now the industry has applied for renewal of consent to operate under Water Act, 1974 and Air Act, 1981 through OCMMS. The gross value of the fixed assets of the industry has increased from 2233 Lacs to 2312 Lacs from the last granted consent. The industry has submitted the details of increase in the machinery. The industry has purchased vibratory bowl fidder, hydraulic drill, riveting, welding and other non polluting machinery. The industry has deposited NOC regularization fee for the same. The industry was visited by the AEE of this office on 30.12.2016 and observed that:- 1. The industry was in operation during visit and engaged in manufacturing of steel clamps, forgings by acid pickling (HCL) and hot dip galvanizing processes. 2. The industry has installed ETP consisting of collection tank, reaction cum-settling tank, treated storage tank etc. to treat spent acid (HCl) generated from acid pickling process and same was in operation during visit. 3. The industry is using the entire treated effluent back into the process. The water consumed, effluent generated, treated and treated water recycled was earlier audited for period from 01.06.2016 to 28.09.2016 and report regarding the same was sent to vide this office letter no. 3366 dt. 06.12.2016. From the auditing report it was observed that the net quantity to be present in the storage tanks (as per auditing) and physical presence of the effluent in the storage tanks was in synchronization. From the perusal of the entire auditing process, it is also clear that the industry is not discharging its treated effluent into sewer and is re-using treated water after ETP back in the process. 4. The industry has installed EMF meter at outlet of ETP with reading as 1001.202 KL. The industry has also installed EMF meter at pipe line from where fresh water is used in pickling section with reading as 88.866 KL. Also, the industry has installed energy meter on the ETP (meter reading 4990.60 kWh). 5. The industry is maintaining the record of water meters installed at pipe line from where fresh water is used in pickling section and installed at final outlet of ETP. 6. The industry has also installed 2 no. stone barrels, waste water of which is reused back in process after two no. settling tanks. 7. The industry has installed 01 no. oil fired forging furnace with stack of adequate height, 8 no electric induction heaters, 1 no. shot blasting machine with in-built bag filter as APCD and stack of adequate height, 2 no. oil fired galvanizing furnaces with separate wet scrubber as APCD along with stacks, 1 no. oil fired normalizing furnace, 1 no. heat treatment furnace (shaker hearth furnace), 05 no. DG sets (3 X 380 KVA, 1 X 725 KVA, 1 X 45 KVA) with canopies. 8. The industry has installed separate wet scrubber as APCD with both the 2 no. galvanizing furnaces. The industry has installed energy meter on the wet scrubber the reading of which during the visit was 20918.20 Kwh. The industry has installed wet scrubber on the HCL pickling section for the fumes arising from this section. The industry has also installed energy meter on the wet scrubber, the reading of this during the visit was 27617.30 kWh. The industry is maintaining the record of operation of the above mentioned wet scrubber. 9. The stack emission sample from the wet scrubber as APCD installed with the pickling section was collected during visit on 29.09.2016. As per sample analysis report, the parameter acid mist (HCL) is 15 mg/Nm3 which is within the permissible limits of 35 mg/Nm3. Also, stack emission sample of galvanizing furnace was collected during the visit. As per sample analysis report, the SPM is 102 mg/Nm3 which is also within the permissible limits of 150 mg/Nm3. The 2nd galvanizing furnace was not in operation during the visit. In view of above, it is recommended that consent to operate under Water Act, 1974 may be granted to the industry upto 30.06.2021 with special condition that:- 1) The industry shall operate its ETP properly and efficiently till the common re-processing unit for HCL spent acid is commissioned.
