File No. R.O.-II/LDH/CON/IND/1556: Recommendations : It is intimated that, the industry was granted consent vide no.LDH/EE/RO-II/GC/WPC/F-354 dated 27.05.2010 expired on 26.11.2010 under Water Act, 1974 & vide no. LDH/EE/RO-II/GC/APC/F-381 dated 27.05.2010 expired on 26.11.2010 under Air Act, 1981 for the manufacturing of products Nut & Bolt @ 2.0 TPD, domestic effluent @ 1.6 KLD under green category.
Thereafter, the industry had applied for the consent to operate under Water Act, 1974, same was refused by the Board due to the non-complying of provisions under Water Act, 1974.
Now, the industry has applied for the consent to operate under Water Act, 1974 and accordingly, the site of the industry was visited by the officer of this office on 30.12.2016 and it was observed that :-
1. The industry was in operation and engaged in the manufacturing of nut and bolt.
2. The industry has installed pickling process i.e. wire drawing, trade effluent was being generated from pickling process and same being collected into storage tank seen during the visit. The industry has made an MOU with M/s JBR Technology Pvt. Ltd., Ludhiana (Unit-II), for lifted of quantity 2000 Ltr/month. The industry has provided water meter on the fresh water supply line in the process area and reading of the same was 10590 Ltr during the visit. The industry has produced the record of water consumed in the process viz-a-viz untreated trade effluent got lifted to M/s JBR technology as per record water meter reading 7260 Ltr as on 26.09.2016 and trade effluent got to JBR in this period 3300 Ltr. The quantity of water consumed in the process viz-a-viz untreated trade effluent got lifted to M/s JBR technology for treatment in C.E.T.P for the period 26.09.2016 to 30.12.2016 as observed from records maintained by the industry is 3330 Ltr. and 3300 Ltr, respectively. As per the record maintained by the industry water consumed in the process area and trade effluent lifted to M/s JBR Technology Pvt. Ltd., is almost similar.
3. The industry has installed zinc plating, trade effluent was being generated from zinc plating process and trade effluent was being collected into plastic storage capacity 5000 Ltr during the visit. The industry has made an enhanced MOUwith M/s JBR Technology Pvt. Ltd., Ludhiana (Unit-I) from 3000 Ltr/month to 6000 Ltr/month. The industry has provided water meter on the fresh water supply line in the process area and reading of the same was 26900 Ltr during the visit. The industry has produced the record of water consumed in the process viz-a-viz untreated trade effluent got lifted to M/s JBR technology as per record water meter reading 9700 Ltr as on 01.10.2016 and trade effluent got to JBR in this period 13500 Ltr. The quantity of water consumed in the process viz-a-viz untreated trade effluent got lifted to M/s JBR technology for treatment in C.E.T.P for the period 01.10.2016 to 30.12.2016 as observed from records maintained by the industry is 17200 Ltr. and 13500 Ltr, respectively and balance quantity was stored in storage tank. As per the record maintained by the industry water consumed in the process area and trade effluent lifted to M/s JBR Technology Pvt. Ltd., is almost similar.
4. Domestic effluent is being discharged into sewer.
5. The industry has submitted approved building plans from the approved person of the Directors of Factories, Punjab.
6. The industry has deposited Rs. 4500/-vide R.No. 57/3680 dated 07.04.2014 as NOC regularization fees and the site of the industry falls in Industrial Area-C as per khasra no’s mentioned in the gazette notification, the site is suitable for the such type of project
Keeping in view of the above, it is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted up to 30.06.2019 with usual conditions.
