File Note: The institute was granted NOC by the Board from pollution angle on 22/04/2009. Environmental Clearance was also granted by MOEF on 08/10/2010 for total built up area 2,36,140 sq.mt. Thereafter, consent to operate under Water Act, 1974 was granted on 02/12/2010 to discharge 65 KLD treated wastewater for flushing and 65 KLD for irrigation. The validity of the consent was extended on 14/03/2013 upto 31/03/2016. At the time of extension in validity of consent, the fixed assets were of Rs. 192 crore. Now, RO has processed the application for renewal of consent and the details are given in the agenda note. As per report, the value of fixed assets has increased to 522.91 crore as on 31/03/2015. The institute has 5 STPs i.e. 2x80 KLD, 2x75 KLD and 1x15 KLD. Out of the five modules of STP, the monitoring of 1 module of 75 KLD has been carried out and the results are within the permissible limits. The institute although provided dual plumbing system, but the treated wastewater @ 207 KLD is discharged for maintaining parks in 5 acre land and 2 acre under Karnal Technology. RO has recommended that consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 for first phase of the institute may be renewed up to 31.03.2019 subject to the suitable conditions and an additional condition that the institute shall get the environmental clearance granted under EIA notification dated 14.09.2006 revalidated from the SEIAA / MOEF. Before the above recommendations of RO are accepted, if approved, the following points may be clarified from RO: 1. The Latest Status of investment (GFA) and the adequacy of the consent fee deposited based on the CA certificate / investment as the GFA has increased from 192 crore to 522.91 crore on 31/03/2015. 2. Whether the construction for which the EC / NOC were granted has been completed at site or not. 3. The proposal to complete the balance construction, if any and the likely investment on it and the requirement of NOC accordingly. 4. The reasons for not monitoring all the five modules of STPs. 5. The reasons for not using the treated wastewater for flushing. 6. To specify the violation, if any of the conditions of EC granted for the project. 7. The reasons for increase in quantity of wastewater from 130 KLD to 207 KLD. (Competency worthy Chairman)
