It is submitted that the rice sheller was earlier granted Consent to Establish (NOC) through OCMMS vide no. R16LDH2CTE3624442 dated 16.2.2016 valid upto 15.2.2017 for the production of Rice @ 3 TPH with the special conditions that:-
1. The industry will establish its unit in the same Khasra no. which were mentioned in the DTP certificate.
2. The industry will comply with the notification of Punjab Govt. for code of practice of rice sheller vide its notification Endst. No. 10/48/2004/STE (4)/4077 dt.13.9.2006, amended vide no. 10/48/2004 (4)/931 dated 15.10.2013.
2. The industry shall get its building plans approved under the provisions of section 3-A of Punjab Factory Rules, 1952.
Now, the industry has applied for consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention & Control of Pollution) Act, 1981 alongwith documents through OCMMS. The industry has deposited Rs 42750/- vide R. No. 04/4420 dated 26.12.2016 under Water Act, 1974 and Rs 42750/- vide R.No. 05/4420 dated 26.12.2016 under Air Act, 1981 & Rs 1800/- vide R.No 03/4420 dt 26.12.2016 as NOC regularization fee against the C.A certificate of Rs 1,97,71,385/-. The consent fee deposited by the industry is adequate upto 30.6.2022.
The industry was visited by AEE of this office on 3.1.2017 and it was observed that the industry has installed all the machinery and pollution control devices as per the NOC granted to the industry. The industry has constructed brick walls of approx. 12 ft along the husk area. The movement area has been provided brick roads. The industry has provided septic tank to treat its domestic effluent which will be discharged onto land for plantation. The industry is complying with the conditions of notification of Punjab Govt. for code of practice of rice sheller. The industry has submitted building plan from architect approved by Director of Factories, Pb.
May if approved consent under Water Act, 1974 may be granted to the industry upto 30.9.2021 with usual conditions and with special conditions that the industry will comply with all the conditions/provisions and amendment in code of practice prescribed for such type of industries vide Punjab Govt. notification dated 15.10.2013 at all the times.
