File Note: It is submitted that the District Level Environment Impact Assessment Authority, Ferozepur, Ministry of Environment, Forests & Climate Change, Government of India has granted the environmental clearance under the EIA notification dated 14/09/2006, vide no. 3788 dated 01.11.2016 to the General Manager-cum-Mining Officer, District Industries Centre, Ferozepur, valid for a period of three years i.e. up to 31/10/2019, for the mining of minerals (sand) in an area of 0.809 hectare, outside the river bed in the revenue estate of village Jhoke Harihar, Tehsil & District Ferozepur, with the conditions mentioned therein. The General Manager-cum-Mining Officer, DIC Ferozepur has further transferred the EC, bearing Khasra no. 128//13 (8-0) 18 (8-0) for a period of two years to the name of Sh. Navjit Kumar S/o Gopal Chand, Village Khere Ke Uttar, Tehsil Guru Har Sahai, Distt. Ferozepur vide no. 122 dated 02/01/2017, subject to same conditions as mentioned in the original EC. The GM, DIC, Ferozepur vide his letter no. 376 dated 11/01/2017 has intimated that the consent to operate under the Water Act, 1974 and Air Act, 1981 may be granted for a period of three years. Now, the project proponent has applied online on 08/01/2017, for obtaining the consents to operate under the Water Act, 1974 and Air Act, 1981 and has uploaded the documents such as copy of original EC, EC transferred in his favour, which was earlier granted in favour of General Manager-cum-Mining Officer, District Industries Centre, Ferozepur, copy of cost of mining project approved by the Govt. of Punjab showing the total cost of the project as Rs. 3,57,000/- per year, Aksh Sajra plan of the proposed site and location plan. The proprietor of the mining site has deposited Rs. 5400/- (Rs. 2400/- vide R. No. 43/4318 dt 09.01.2017 and Rs. 3000/- vide R.no. 89/4318 dated 12/01/2017) under the Water Act, 1974 and Rs. 5400/- (Rs. 2400/- vide R. No. 44/4318 dt 09.01.2017 and Rs. 3000/- vide R.no. 89/4318 dated 12/01/2017), along with adequate NOC regularization fee amounting to Rs. 1800/- (Rs. 1200/- vide R. no. 42/4318 dated 09/01/2017 & Rs. 600/- vide R.no. 89/4318 dt 12.01.2017. The consents fee deposited by the proprietor of the mining site are adequate for a period of three years, for the total cost of the project being Rs. 10.71 lacs (approximate) for three years. A perusal of the application of the Project Proponent (PP) reveals that during the process of mining, no water/air pollution shall be generated and as such the project proponent is not required to install any ETP/APCD. The PP shall also not install any DG set. Accordingly, the application of the contractor has been processed online and it is recommended that the Project Proponent may be granted the consents to operate under the Water Act, 1974 and Air Act, 1981, up to 31/10/2019 i.e. till the validity of environment clearance or till the mining of allowed quantity of minerals (sand), whichever is the earlier, subject to the suitable conditions please.
