It is intimated that earlier the project proponent has obtained NOC/ consent to operate for the 49.0 acres area. The industry has obtained consent to operate under Water Act, 1974 vide no. R14LDH3CTOW1508765 and Air (Prevention & Control of Pollution) Act, 1981 vide no. R14LDH3CTOA1370902 dated 18-07-2014 extended upto 31-03-2018 for the discharge of domestic effluent @ 88 KLD and under Air Act, 1981 upto 31.03.2018. The project proponent has already developed residential colony in 49.0 acres land area.
Now the project proponent has applied for the obtaining NOC (expansion) in an area of 24.17 acres land and total area is 73.18 acres including expansion. As per the project report 11.73 acres land reserved under plots, 0.36 acre land for commercial area, 1.2 acres under park, 4.45 acres for open area, 4.16 acres for reserved land, 0.75 acres nursery and primary school, 1.14 acres land for EWS and 0.10 acres for common facility center. After expansion the total water requirement is round 1823 KLD and waste water generation is round 1223 KLD. The project proponent is required to installed STP of capacity @ 1470 KLD. As per the proposed expansion total solid waste generation is 1676 Kg /day.
The project proponent has deposited NOC expansion fee of Rs. 1,80,000/-through RTGS vide no. NO10170231258558 dated 10.01.2017 against the total assets of Rs. 173 crores as mentioned in application form, which is adequate for one year. The site was visited by AEE of this office on 21.02.2017 and observed as under:-
1. The project proponent has earmarked the proposed land with concrete burji. Project proponent has not started any construction activity at site.
2. The project proponent has installed new STP of capacity is around 1200 KLD, which is commissioned since last week on trail basis as informed by the representative. The waste water generation from the existing project is round 150-200 KLD. The project proponent has started 50% part of STP taken in operation for the treatment of waste water. Presently, this STP is catering to the existing project, which has valid consent to operate. After the completion of this project, this STP will cater to the both the existing and upcoming project.
3. The project proponent has already obtained Environment Clearance from the MoEF vide no. SEIAA/ 2016/3650 dated 23.11.2016 for the total land area of 296128.25 sqm. and total built up area 84170.98 sqm.
In view of above, it is recommended that NOC for expansion may be granted to the industry with suitable conditions and special condition that:-
1. The project proponent will comply with the Environment Clearance conditions.
