• The marriage palace was earlier granted consent to operate under Water Act, 1974 vide no. O15LDH4CTOW3316880 dated 15.11.2015 valid upto 12.05.2016, which was further extended upto 15.01.2017 vide reference no. O16LDH4CTOW4292837 dated 16.07.2016 and under Air Act, 1981 vide no. O15LDH4CTOA3316874 dated 15.11.2015 valid upto 12.05.2016 which was further extended upto 15.01.2017 vide reference no. O16LDH4CTOA4292829 dated 16.07.2016.
• Thereafter, the marriage palace was issued directions u/s 31-A of the Air Act, 1981 for de-sealing of DG set installed by the marriage palace vide Zonal Office-II, Ludhiana letter no. 5776 dated 11.08.2016 upto 15.01.2017.
• Thereafter, the industry was issued notice vide this office letter no. 495 dated 23.01.2017 for renewal of consent to operate under Water Act, 1974 and Air Act, 1981 through OCMMS.
• Now, the marriage palace has applied for extension in validity of consent to operate under Water Act, 1974 and Air Act, 1981 and the marriage palace has already deposited the consent fees adequate upto 30.09.2020.
• Thereafter, in compliance of the conditions the marriage palace was visited by AEE of this office on 20.02.2017 and during visit it was observed that there was no function in the marriage palace and there was no generation of trade effluent. The marriage palace has provided DG set with canopy and adequate stack height.
• As per office order from Head Office, Patiala issued vide no. 26641-59 dated 12.05.2016 has been received in this office w.r.t grant of consent to operate to marriage palaces in the State that the final treatment mythology to be adopted for the treatment of effluent generated from marriage palaces is yet to be finalized in consolation with the GNDU, it has been decided by the Competent Authority of the Board the marriage palaces may be issued consent to operate for the period for which the consent fees has been deposited by the owner of marriage palaces, with the condition that the marriage palace owner shall provide adequate oil & grease trap unit followed by well designed septic tank as well as canopy on DG set etc. before the next marriage season i.e. by Sept. 2016 and further that they will install the ETP as per the treatment methodology finalized by the Board within a period of six months thereafter.
In view of the above, as the matter of treatment facility is being finalized by the Board, it is recommended that:-
1. Consent to operate under Water Act, 1974 & Air Act, 1981 may be extended for the period of six months with usual conditions and special conditions that the marriage palace will install the ETP as per the treatment methodology finalized by the Board within a period of six months thereafter, please.
2. The kitchen as well the DG set of the industry may be de-sealed for further six months.
