The industry was granted consent to establish/NOC vide no. R15BTICTE3505973 dt 25.12.2015 for establishment of rice sheller unit of capacity 2 TPH of raw rice / sorted raw rice without dryer, subject to the conditions mentioned therein alongwith that the industry shall apply for the consents to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 two months before its commissioning.
The industry was visited by AEE of this office alongwith JSO on 06.01.2017 to collect emission sample and it was observed that the industry was in operation for production of raw rice/sorted rice without dryer. 1 no. emission sample was collected during the visit from stack of APCD with shelling section and as per analysis report of Board's, conc. of SPM in emission sample was found to be 387 mg/Nm3, which is within the permissible limits prescribed by the Board.
The industry has applied for consents to operate under the Water Act, 1974 and Air Act, 1981 through OCMMS on 08.03.2017 for operation of rice sheller unit of capacity 2 TPH of raw rice / sorted raw rice without dryer under orange category as per the prevailing policy of the Board. The details of the case are as under -
• The industry has submitted C.A certificate regarding its gross fixed assets as Rs. 116.93 lacs as on 31.01.2017 along with compliance report of NOC conditions and has deposited consent fee of Rs. 35,000/- each vide R.no. 03/4331 & 04/4331 dt 09.03.2017 under the Water Act, 1974 & Air Act, 1981, respectively, which is adequate for a period upto 30.09.2021 under each Act.
• The industry has submitted completion certificate and drawing regarding installation of APCD with the shelling section.
The industry was visited by undersigned on 08.03.2017 and it was observed as under –
• The industry was in operation to produce raw rice/sorted rice without dryer.
• The industry has installed cyclone as APCD with shelling section to contain the process emissions as drawing submitted and the same was in line / operation with dust emitting points connected to the APCD.
• The industry has provided stack of adequate height with the APCD and provision to facilitate emission sampling.
• The industry has not provided brick paving at movement area of vehicles, within its premises to prevent the generation of dust emissions.
• The industry has provided brick wall of adequate length with 10' height around husk discharge / storage area and further wind screen of MS of 5’ height has now been provided above the said wall in compliance to the code of practice prescribed by the Govt. vide order dt. 15.10.2013.
• The industry has provided septic tank for treatment of domestic effluent with provision to discharge onto land for irrigation.
• The industry has not made any plantation along its boundary wall.
The industry is not complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013.
Keeping in view of above, If approved, show cause notice for refusal of consents to operate under the Water Act, 1974 & Air Act, 1981 may be issued to the industry please.
