The industry was earlier granted ‘Consent to Operate’ under Water Act, 1974 vide no. ZO-II/LDH/RO-IV/WPC/2011-12/F-391 dated 16.09.2011 valid upto 15.03.2012 & Air Act, 1981 vide no. ZO-II/LDH/RO-IV/APC/2011-12/F-419 dated 12.12.2011 valid upto 11.06.2012 for polythene carry bags and industrial' bags for packing @ 500 Kg/day. Thereafter the industry was issued directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 & u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 vide ZO endst no. 4070 dated 27.05.2016 respectively “in exercise of the powers conferred under sub section (2) of section 7 of the Punjab Plastic Carry Bags (Manufacture, Usage & Disposal) Control Act,2005 (Punjab Act no.17 of 2007) and all other powers enabling him in this behalf, the Governor of Punjab is pleased to completely prohibit to manufacture, stock, distribute, recycle, sell or use of plastic carry bags in the jurisdiction of all the Municipal corporations , Municipal Councils & Nagar Panchayats in the State of Punjab, w.e.f from 1 st April,2016”.The industry has now applied for obtaining ‘Consent to Operate’ under Water Act, 1974 & Air Act, 1981 for manufacturing of industrial packaging material from fresh danna. The industry was visited by this office on 02.03.2017 & observed as under :-
1. The industry was in operation during visit & was engaged in manufacturing of industrial packaging material.
2. The industry has installed 6 no. extruder machine and 12 no. cutting machines.
3. There is no source of air pollution boiler/furnace/D.G set etc.
4. Domestic effluent generated from the industry is discharged into sewer and there is no source of trade effluent.
5. The industry has submitted the copy of latest Udyog Aadhar No. 437611511315 dated 23.08.2016, in which product of the industry has been mentioned as Manufacture of plastic articles for the packing of goods.
6. The industry has submitted building plan prepared by the competent person under Factory Act, 1948
7. The industry is mentioned at Sr. no. R.O-I/LDH/WA/51 in the inventory maintained by Regional Office-1, Ludhiana.
8. The industry is complying with the conditions of previous consent granted under Water Act, 1974 & Air Act, 1981.
In view of above, it is recommended that varied 'Consent to Operate' may be granted to the industry under the Water Act, 1974 upto 31.12.2025 with suitable conditions as per policy of the Board & with following special conditions:
1. The industry will not manufacture, stock, distribute, recycle, sell or use plastic carry bags In compliance to the Government of Punjab, Department of Local Government (Local Government 4 Branch) notification no. 5/18/2016-4lg4/692717/1 dated 18.02.2016.
2. The industry will apply for obtaining registration under Plastic Waste (Management & Handling) Rules, 2011 as soon as the industry obtains valid consents of the Board.
