It is submitted that message regarding hearing conveyed to the industry through telephone. It is further submitted that industry was granted consent to establish (NOC) for setting up of a new dyeing unit for the dyeing of cotton, knitted fabric and P.C @ 02 T/day with the discharge of treated trade effluent @ 100 KLD onto land for plantation after ETP and domestic effluent @ 1.0 KLD onto land for plantation after septic tank, which is valid upto 22.08.2017.
Now the industry has now applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981 for the dyeing of cotton, knitted fabric and P.C @ 02 T/day with the discharge of treated trade effluent @ 100 KLD onto land for plantation after ETP and domestic effluent @ 1.0 KLD onto land for plantation after septic tank through OCMMS of the Board . The reply of the observations made by Zonal office-II, Ludhiana, are as under:-
1. The industry has already submitted a copy of the registry during NOC application filed by it and as per document, the one tubewell in the premises of the industry is already existed.
2. The industry at the time of obtaining consent to establish (NOC) had proposed to install soft flow machines of capacity 02 * 300 kg each, 02 * 200 kg each, 01 no. hydro, 01 no. pole dryer, 01 no. compressor. However, during processing the NOC case, in the agenda note, some other machinery mentioned by the clerical mistake alongwith the proposed machinery of the industry.
3. At present, the industry has installed 02 nos. soft flow machines of capacity 300 kg each, 01 no. hydro, 01 no. pole dryer at site. The discharge of the industry has been calculated as under:-

The liquor ratio of the above mentioned soft flow machines can be assumed to be 1:6 and assuming 07 baths for 02 batch of cotton/ PC fabric dyeing, it can be calculated that 42 ltrs fresh water is consumed to dye 01 Kg of cotton/ PC fabric. Hence, the industry is to be generated trade effluent as under:-
42 ltrs x 2000 Kg = 84000 ltrs say 84 KLD.
Moreover, the industry has purchased shares for discharge of l00KL/Per day from M/s Punjab Dyers Association for the upcoming CETP Tajpur Road & Rahon Road SPV, Ludhiana.
4. The industry has applied for consent to operate under Air (Prevention & Control of Pollution) Act, 1981 for the use of husk as well as wood as fuel. But the industry has not provided FBC furnace with its boiler. Further, the industry was granted consent to establish (NOC) for the use of rice husk as well as wood as fuel in its boiler.
