It is intimated that the industry has registered in the record of this office at serial no. LDH-3/CON/1252.
The industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for the manufacturing of knitted cloth @ 2250 kgs/day, which are valid upto 31.03.2017 under green category.
Now, the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for the manufacturing of knitted cloth @ 2250 kgs/day through OCMMS of the Board.
The industry was visited by me on 27.03.2017 and it was observed that:-
1. Sh. Sanjeev Sikri, Director of the industry was contacted at site.
2. The industry was engaged in the process of manufacturing of knitting of cloth. The industry was in operation.
3. The industry has installed fabric manufacturing machines at site.
4. The industry has installed 125 no. DG sets, which is with canopy at site. The industry has not installed any boiler furnace at site.
5. The industry has not installed any machinery, which may generate any trade effluent at site, at site only generation of domestic effluent and has provided septic tank for the treatment of domestic effluent. The industry has made arrangement for the disposal of treated domestic effluent onto land for plantation after septic tank inside its premises.
6. As per latest categorization received from CPCB, New Delhi, the process of the industry is covered under exempted category list of the industries. But, the industry is required to fulfill / satisfies the following conditions:-
I. That the industry is established/being established in the demarcated Industrial Estates/Zones classified by the State Authorities viz PSIEC, Department of Industries, PUDA, CTP under draft Master Plan or in mixed category area or predominantly Industrial areas within Municipal limit of a Town/City after classification of the area by CTP/STP/DTP.
II. That the investment of the industry is not more than Rs. 1 Crore on plant and machinery.
III. That there will not be any discharge of trade effluent from the industry into stream or well or sewer or onto land and/or that industry will not discharge any air pollution including noise into the atmosphere.
IV. That the industry will not discharge any toxic/hazardous wastes and will not handle any toxic/hazardous chemical.
In case the industry is found to create conditions that generate any type of pollution or if there is any objection from the surrounding community and if on verification, it is found that such objection has some substance, the Board shall be at liberty to take legal action against the industry under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 or Environment (Protection) Act, 1986 as considered appropriate.
It is further mentioned here that the industry has already submitted its land use certificate to the Board and as per the land use certificate issued by STP Ludhiana vide its memo no. 4798 dated 17.11.2011 to the industry, the site of the industry falls in industrial zone. However, as per CA certificate given by the industry, the assets of the industry are more than of Rs. 1.00 crore on plant and machinery. Hence, the industry is covered under consent management of the Board.
In view of above, if approved:-
1. Consent to operate under Water Act may be granted to the industry upto 31.12.2026 with suitable conditions and with special condition that the industry will not generate any trade effluent at site.
