The Rice Sheller was earlier granted 'Consent to Operate' under Water Act, 1974 Vide no. R14LDH1CTOW1675643 dated 26.08.2014 valid upto 30.06.2019 & under Air Act, 1981 vide no. R14LDH1CTOA1675630 dated 26.08.2014 valid upto 30.06.2019. Now the Sheller has applied for varied 'Consent to Operate' under Water Act, 1974 & Air Act, 1981 after installing 01 dryer with cyclone separator as APCD. The Sheller was visited by officer of this office on 16.05.2017 and the following observation were made :-
1. The Sheller was not in operation during visit.
2. The Sheller has installed one electric shelling section of capacity 7.5 TPH with cyclone as APCD provided with adequate stack height.
3. The Sheller has installed 01 new dryer with cyclone as APCD along with adequate stack height.
4. The Sheller has not installed any D.G. set.
5. There is no source of trade effluent & domestic effluent @ 0.5 KLD is being discharged onto land for plantation after septic tank.
6. The Sheller is complying with the new code of practice;-
a) All the processing sheds are covered.
b) The industry has provided plantation along boundary wall of the unit.
c) All the dust emitting points of shelling units are connected to a common APCD i.e. cyclone attached with stack of adequate height i.e 10’ above roof level.
d) The industry is not located in High Tension Transmission zone of PSPCL.
e) Brick road has been provided inside the premises for movement of vehicles so as to prevent generation of dust.
f) The industry has provided brick wall in front of rice husk discharge point, having height upto 15 ft & it lenth is 35 feet on each side of discharge point.
g) The outlet of discharge pipe of rice husk has diameter of appox.15“.
h) The Sheller has provided HDPE warp knitted fabric to cover the heap of rice husk.
7. The Sheller is mentioned at Sr. no. R.O-I/LDH/WA/450 in the inventory maintained by Regional Office-1, Ludhiana.
8. The Sheller is complying with the previous consent conditions granted to the industry under Water Act, 1974 & Air Act, 1981.
9. The competency to grant the consent lies with Environmental Engineer, Regional Office, Ludhiana
In view of above, it is recommended that varied 'Consent to Operate' under Water Act, 1974 & Air Act, 1981 may be granted to the industry upto 30.09.2021 with suitable conditions as per policy of the Board please.
