The details of the case are given in the note of AEE, which may kindly be perused. The site of the industry is suitable as reported by the Regional Office for setting up of rice sheller/ saila plants. The site of the industry is falls in over exploited area of Tehsil Samana declared by CGWA and the industry is required to get the permission for abstraction of groundwater from Central Ground Water Authority. The industry has proposed to provide ETP for the treatment of wastewater generated from the process and also proposed to installed APCDs to control the air pollution as per feasibility report. The industry will use the treated trade effluent onto land for plantation purposes in an area of 1.5 acre, which is to be developed by it.
In view of report/ recommendations given by Regional Office, if approved consent to establish (NOC) for establishment of saila unit for paddy processing of 6 TPH to manufacture 4 TPH Rice (Saila/Steam 2 TPH & Steamed 2 TPH) may be granted with usual conditions and specific condition that :
1. Tthe industry shall comply with the sitting guidelines and code of practice for Rice Shelling Units / Saila Plants issued vide Govt. Notification no. 10/48/2004-STE (4) /932 dated 15/10/2013.
2. The industry will submit its building plan prepared and duly authenticated by the Director of Factories/ Chartered Architect/ Chartered Engineer under the provisions of section 3-A of Punjab Factory Rules, 1952.
3. The industry shall comply with all the conditions mentioned in the DTP letter no. 932 dated 28.04.2017 referred to the Board.
4. The industry shall obtain permission/NOC from CGWA for abstraction of ground water before installation of any submersible pump in its premises.
5. If the industry starts its construction without getting the permission from the authorities concerned and they refuse to grant the permission to the industry at the said site, then the Board would not be responsible for the cost incurred by the project proponent on the basis of the said NOC.
