It is intimated that the industry was earlier granted Consent to Establish (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 vide no. ZO-II/LDH/RO-IV/NOC/2013/225 dated 23.01.2013, validity upto 22.01.2014.
Now the industry has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 alongwith requisite documents. The industry has deposited consent fee of Rs. 54000/- vide R.No. 96/4177 dated 22.05.2017 Under Water Act and Rs. 54000/- vide R.No. 97/4177 dated 22.05.2017 Under Air Act, which is adequate upto 30.07.2019.
The industry was visited on 17.05.2017 by AEE of this office and observed that the industry is engaged in the bottling of mineral water and soda water. The industry has set up 2 no. machines for the bottling purpose. The industry has installed 2 no. blow moulding machines for manufacturing of bottles. The industry has installed 1 no. RO system to treat the ground water abstract through the subermisible pump. The purification process of raw water consists of Raw water collection tank, chlorination, RO plant, Water filling machine, Packaging. The representative of the industry informed that they are filling app. 30-40 KL mineral water and soda in the bottles and app. 25% of waste water generated from the process/RO reject, which is being utilized for irrigation area in the adjoining plot i.e. app. 0.5 acre. The industry has also installed ETP, which is lying defunct. The industry has installed 1 no. DG set of capacity @125 KVA, equipped with canopy. The industry has submitted the copy of CLU issued by STP vide letter no. 7508 dated 26.10.2012 and as per the certificate, the site is located Industrial Zone as per Master Plan, Ludhiana. The industry has applied for obtaining permission from the CGWA, the copy of the same was enclosed, but the permission has not been granted to the industry till date.
Keeping in view of the above, it is, therefore, recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted for one year with special condition that :-
1. The industry will submit the permission from CGWA within this stipulated period.
