File Note: It is intimated that earlier the consent to establish (NOC) for expansion from pollution angle under the provisions of Water (Prevention& control of Pollution) Act, 1974 & Air (Prevention& control of Pollution) Act, 1981 was granted to the industry through OCMMS for installation new machinery to manufacture Washed Crushed Bajri @ 5000 CFT/Day, Washed Sand @ 1000 CFT/Day, Crushed Bajri @ 36000 CFT/Day & Wastage @ 4000 CFT/Day, which is valid upto 09/03/2018. Now the industry has applied for obtaining varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 after NOC for expansion. The industry has deposited Rs. 45,000/- each vide DD No. 509591 & 509590 dated 17/05/2017 as consent to operate fee under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 (Under Orange Category) respectively and same are adequate upto 25/05/2022 under both Acts. The industry has also deposited Rs. 500/- Vide DD No. 509592 dtd 08/05/2017as form downloading fee. It is pertinent to mention here that the stone crusher is not required to be shifted in compliance of orders dated 13.08.2013 passed by Hon’ble Punjab & Haryana High Court in the case of CWP no. 21899 titled as Surmukh Singh & Others V/s State of Punjab and same has been reported to Zonal Office, Amritsar vide this office letter no. 1575 dated 01/07/2014. The industry was visited by AEE of this office on 30/05/2017 and compliance of code of practice as observed during visit:- 1. The stone crusher was not in operation due to power cut in the region. 2. The stone crusher has installed all the machinery as proposed at the time of NOC for expansion and is ready for operation. 3. The stone crusher has fully covered the dust emitting points like Jaws/ rotopactor. 4. The stone crusher has provided conveyor belts of good quality and are durable. 5. The stone crusher has provided conventional chutes to the end of the conveyor belts. 6. Regular water spray at dust emitting points/transfer points has been provided. 7. The stone crusher has provided water sprinklers at the boundary of the industry. 8. The stone crusher has stabilized the approach road with river bed material within the premises and on the ramp. 9. The stone crusher has provided green belt along the boundary. (Agenda Note is also attached herewith). In view of above, it is recommended that consent to operate under Water (Prevention& control of Pollution) Act, 1974 may be granted upto 30/09/2022 with the special condition that the industry shall submit analysis report of its ambient air monitoring samples from Board’s lab within two months period from the date of issue of this consent.
