It is submitted that the subject cited industry is a small scale rolling mill. The industry was granted consent to operate under the Water Act, 1974 vide no. R14FGSCTOW1030185 dated 23/3/2014 and under the Air Act, 1981 vide no. R14FGSCTOA1030110 dated 23/3/2014 both valid upto 31/3/2017 for the manufacturing of Rounds/Square/Flats/Bars/Angles etc @ 16.0 TPD.
Now, the industry has applied for obtaining renewal of consent to operate under the Water Act, 1974 and the Air Act, 1981 with requisite documents through OCMMS. The industry has also deposited consent fee of Rs. 3600/- each vide R. no. 37/5031 and no. 38/5031 dated 25/5/2017 under the Water Act, 1974 and the Air Act, 1981 against the un-depreciated fixed assets of Rs. 5.71 Lacs as on 30/04/2017 as per CA certificate dated 11/5/2017, which is adequate upto 31/3/2021 (expiry of Lease deed) under both the Acts as per Board's Office Order dated 18/7/2013.
Accordingly, the industry was visited by the AEE of this office on 30/5/2017. During the visit, it was observed as under:-
1. The industry is rolling mill and was in operation.
2. The industry has installed one no. reverberatory furnace. The industry is presently using pulverized coal in its furnace as fuel and has installed pulverizer, which is equipped with inbuilt bag filter house as APCD.
3. The industry has installed multi cyclone separator followed by wet scrubber as APCD along-with stack of adequate height.
4. The industry had already installed energy saving devices such as air seal, damper plate, underground recuperator and VFD.
5. The industry has not installed any D.G. set the industrial premises.
6. The stack emission sample was collected by this office along with JSO, H.O Lab, Patiala during the earlier visit on 22/12/2016 and as per the analysis results, the concentration of SPM was found to be 102 mg/Nm3, which is within the permissible limits of 150 mg/Nm3 as laid down by the Board.
7. No water is being used in the process; therefore, there is no generation of trade effluent. Whole of the water being used in the wet scrubber and for cooling, is re-circulated.
8. The domestic effluent being generated by the industry is discharged into sewer.
The industry is operating its unit on lease which is valid up to 31/3/2021.
The industry is located in industrial mix zone as per the Master Plan of Mandi Gobindgarh prepared by the Deptt. of Town and Country Planning, Punjab. Further, the industry is listed at serial no. FGS/IND/00352 in the inventory of industries of District Fatehgarh Sahib.
In view of above mentioned facts, may if approved SEE Zonal Office-II, Patiala may be recommended that consent to operate under the Water Act, 1974 and Air Act, 1981 may be granted upto 31/3/2021 (Validity of lease deed) with suitable conditions.
