• Earlier, the industry was granted consent to operate under Water Act, 1974 vide no. CTOW/Renewal/LDH4/2016/4427570 dated 14.09.2016 valid upto 30.11.2016 which was extended upto 30.06.2017 vide no. CTOW/Renewal/LDH4/2017/5135994 dated 09.03.2017 and under Air Act, 1981 vide no. CTOA/Renewal/LDH4/2016/4427596 dated 14.09.2016 valid upto 30.11.2016 which was extended upto 30.06.2017 vide no. CTOA/Renewal/LDH4/2017/5135296 dated 09.03.2017 with special condition that the industry shall obtain continuance certificate u/s 79 of Punjab Regional & Town Planning Act, 1995 Amendment 2006 from GLADA/Competent authorities within 03 days.
• Now, the industry has applied for consent to operate under Water Act, 1974 and Air Act, 1981 through OCMMS with requisite documents.
• In the meanwhile, the site of the industry was visited by officer of the Board on 05.06.2017 during visit it was observed as under:-
1. The industry was in operation during the visit and is engaged in manufacturing of tractor parts.
2. The industry has process of powder coating. It has installed One no. powder coating booth with cyclone as APCD provided with adequate stack height. Further, the industry has installed 2 No. paint booths with water curtain as APCD, with adequate stack height. The paint booths were not in operation during the visit.
3. The industry has dip paint process and it has installed 3 no. electric ovens and 1 LPG gas fired oven.
4. The industry has forging process and has installed power presses with 2 no. billet heater and one no. oil fired forging furnace with adequate stack/hood and with adequate sampling arrangement.
5. The industry has 3 no. shot blast with bag house as APCD and with adequate stack heights.
6. The industry has total 11 DG sets of capacity of 75 KVA (05 no.), 85 KVA (02 no.) and 125 KVA (04 nos.), which are with canopies and with adequate stack height.
7. The industry has no source of trade effluent and domestic effluent is being discharged onto land for plantation after septic tank.
8. The industry has applied for extension of permissibility certificate u/s 79 of Regional Town Planning and Development Act, 1995 in GLADA. GLADA vide memo no. 4146 dated 31.05.2017 has sought comments of this office as to whether the industry can be granted extension for next five years in the permissibility certificate u/s 79 of Regiona town Planning and Development Act, 1995, which is being dealt separately by this office.
9. The Punjab Government vide Gazette notification no. No. 34-Leg./2016 dated 21.10.2016 has notified that:
"In the Punjab Regional and Town Planning and Development Act, 1995, in section 79, in the proviso thereunder, for the words “ten years”, the words “fifteen years” shall be substituted".
10. The industry has deposited consent fees, which is adequate upto 30.06.2021.
In view of above, it is recommended that the industry may be granted consent to operate under Water Act, 1974 and Air Act, 1981 upto 30.06.2021 with usual conditions and special condition that the industry shall obtain extension in permissibility certificate u/s 79 of Regional Town Planning and Development Act, 1995 upto the requisite period.
