It is submitted that earlier, the project contractor has been granted consent to operate under the Air (Prevention & Control of Pollution)Act, 1981 vide No. F-13 dt 08/06/2013 & under the Water( Prevention & Control of Pollution)Act, 1974 vide No. F-11 dt 08/06/2013, which were valid up to 30/06/2014 & further extended upto 31/10/2016. Now, the project contractor has applied for the renewal of consents to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air(Prevention & Control of Pollution)Act, 1981 for the mining of minor minerals i.e. sand @ 33860 ton per year. The project contractor has also submitted Transfer Environmental Clearance in the name of Sh. Dharm Singh s/o Sh. Ranga Singh, Mann, Vill: Bhudimal Tehsil & Distt., Amritsar vide its letter no. DEIAA/ECT/2017/03 dt 02/06/2017, under EIA notification dt 14/09/2006 for mining of minerals (Sand) in the capacity of 33860 ton/year in an area of 4.7 acres from the same khasra nos. as written in the Environmental Clearance issued in the revenue estate of vill: Balarwal, Tehsil Ajnala, Distt. Amritsar issued by Member Secretary (SEIAA) vide no. SEIAA/M.S./2015/2643 dt 29/04/2015 with certain conditions. The project mining contractor has deposited Rs. 6800/- (6300/- consent fee & 500/- application form fee) vide Ch. No. 000040 dated 06/06/2017 as consent fee under Water Act, 1974, Rs. 6300/- vide Ch. No. 000040 dated 06/06/2017 as consent fee under Air Act, 1981 to make it adequate up to 30/06/2023 against the cost of infrastructure provided i.e. Rs. 9,35000/-. The project mining contractor has submitted compliance of the conditions of earlier granted consents under both acts. It is also intimated that grant of consent to operate under both acts for the mining of minor minerals falls under the competency of Environmental Engineer, Regional office, vide order no. 244 dt 03/06/2013 issued by Member Secretary of the Board. Keeping in view, of the above if approved the consent to operate under Water( Prevention & Control of Pollution)Act, 1974 & Air(Prevention & Control of Pollution)Act, 1981 be renewed up to the period of 28/04/2018 (validity period of the Environmental Clearance) with the usual conditions along with special conditions as under:- 1. The project mining contractor will adhere the specific as well as general conditions as imposed in the Environmental clearance vide no. 2643 dt 29/04/2015. 2. The Board will be at its liberty to revoke the consents if any complaint from the any quarter or document/submission not found in line. |
