It is intimated that the industry was granted NOC modernization , which was valid upto 2.11.2017.The NOC was granted for discharge of trade effluent of 419 KLD and for discharge of 15 KLD of domestic effluent. Now, the industry has applied for obtaining consent under the Water Act, 1974 and the Air Act, 1981 for discharge of domestic effluent of 585 KLD, which needs to be clarified. The industry is required to extend the validity of NOC (modernization) as it has been expired on 02.11.2017. Further, the industry was granted NOC for modernization subject to the suitable conditions and some of the additional conditions which are given as under: -
1. The industry shall comply with the time lines fixed in the PERT chart and shall implement the proposed measures regarding reduction in wastewater generation / discharge.
2. The industry shall regularly operate & maintain its effluent treatment plant and the treated trade effluent shall be discharged onto land for plantation conforming to the effluent standards prescribed by the Board.
3. The industry shall make necessary and adequate arrangements to hold back the effluent in case of failure of effluent treatment plant and during no demand period.
4. The industry shall maintain the record of operation of effluent treatment plant / recirculation system on daily basis and submit the same to the Board on monthly basis by the fifth of the following month.
5. The industry shall not discharge any effluent (treated or untreated) into any drain or at any unauthorized place by any unauthorized means and will discharge its treated effluent onto land for plantation / irrigation only.
6. The entire cooling water shall be recirculated and no cooling water shall be discharged.
7. The industry will provide the electro-magnetic flow meters at all necessary points, so as to ensure complete mapping of the water consumed, wastewater generated, wastewater treated and wastewater discharged and maintain record in this regard on daily basis and submit the same to the Board on monthly basis by the 5th of the following month.
8. The industry shall obtain permission from Central Ground Water Authority (CGWA) for getting for abstraction of ground water.
9. The industry shall ensure that no water / air pollution problem / public nuisance / odour problem is created in the area due to discharge of effluents / emissions from its industrial premises.
10. The industry shall get the soil samples of the irrigation area analyzed from NABL approved laboratory atleast once in a year to check the affect on the quality of soil due to repeated application of treated wastewater and in case any affect is found on the quality of soil of the said area, the same will be got rejuvenated from an expert agency and intimation in this regard shall be given to the Board. The industry shall maintain proper record in this regard so as to assess the long term effect of application of treated wastewater on the soil quality of irrigation area.
11. The industry shall ensure that CCTV cameras are installed on the points suggested by the Environmental Engineer, Regional Office, SAS Nagar of the Board and these cameras shall always remain connected with the website of the Board for online surveillance of pollution control devices installed by the industry.
12. The industry shall submit detailed calculation / justification after consulting experts on Karnal Technology w.r.t. adequacy of land to use all the treated wastewater onto land for irrigation purposes.
13. The industry shall regularly carry out the monitoring of quality of underground water monitored through the piezometer wells installed by it, to have first-hand information regarding present status of quality of underground water.
The industry has failed to submit the compliance of the above said conditions. Therefore, the application of the industry is liable to be returned. I have no option to return the application. Please give me approval to return the application.
