It is intimated that subject cited and the marriage palace is a small scale Orange category marriage palace with sitting capacity @ 500 persons per function.
From the perusal of the record file of the marriage palace, it has come to the notice that marriage palace has earlier applied for obtaining consent to operate under the Water Act, 1974 and Air Act, 1981, which were recommended to Zonal Office-II, Patiala on 6/1/2015 that the consent to operate under the Water Act, 1974 and Air Act, 1981 may be granted upto 30/6/2019 as per policy of the Board with the special condition that it will not operate D.G. set without providing canopy over it. After that, the Zonal Office-II, Patiala has returned the applications applied by the marriage palace on 21/1/2015 & the Competent Authority of the Board has asked the marriage palace to get its layout map/ building plan approved by the competent authority (GMADA/ PUDA) within 15-days and resubmit the case.
Now, the marriage palace has again applied for obtaining consent to operate under the Water Act, 1974 and Air Act, 1981 with requisite documents alongiwth building plan approved by the STP vie letter no. 1253 STP (S) SP-36 (F) dated 16/5/2017. The industry has deposited Rs. 10500/- vide R. no. 55/4813 dated 21/11/2014 & Rs. 3000/- vide R. no. 08/5032 dated 13/6/2017 as water consent fee and Rs. 10500/- vide R. no. 56/4813 dated 21/11/2014 & Rs. 3000/- vide R. no. 09/5032 dated 13/6/2017 as air consent fee, against the un-depreciated fixed assets of Rs. 22.15 Lakh as on 31/3/2017 as per the document submitted which is adequate upto 30/09/2021 under Orange category as per Board's Office Order dated 18/7/2013.
Accordingly, the marriage palace was visited by the undersigned on 12/6/2017 and Sh. Harminder Singh, Proprietor of the marriage palace was contacted. It was observed as under:-
1. The marriage palace was not in operation due to off season. It has capacity of 500 people per function and approximately 35-40 functions are organized per year as informed by the representative of the Marriage Palace.
2. The Marriage Palace has provided grease chamber followed by Septic tank to treat its effluent generated from the kitchen and separate septic tank for the domestic effluent generated from the washrooms.
3. The Marriage Palace has commissioned its Marriage Palace since October. 2013 and is situated in Vill. Sampli, Pamour, Morinda Chunni Road, Bassi Pathana Block which is not a notified area as per Central Ground Water Authority (CGWA) notifications. Rather, it is a over exploited area. Therefore consents could be granted subject to the condition that the Marriage Palace will obtain necessary permission/ NOC from the Central Ground Water Authority (CGWA).
4. The Marriage Palace has installed D.G. set of capacity 85 KW with canopy and adequate stack height. The industry by mistake has mentioned the capacity of D.G. set 25 KVA in its application.
5. The Marriage Palace has submitted an agreement with Sh. Harminder Singh son of Sh. Ram Murti piggery farm owner who lifts the solid/ kitchen waste that is generated during the functions. The disposable/ plastic waste is sold to the scrap dealers of the area.
6. The Marriage Palace has submitted approved building plan from Senior Town Planner Punjab, Chandigarh. As Marriage Palace has now complied with the provisions of Water Act, 1974 and Air Act, 1981.
In view of above if approved recommendations may be sent to the SEE, Zonal Office-II, Patiala that the consent to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the Marriage Palace upto 30/9/2021 with suitable conditions and special condition that the marriage palace will obtain permission for ground water abstraction from competent authorities if necessary.
