(No. R.O-II/LDH/CON/IND/1910): It is intimated that the industry is small scale wire drawing unit. The industry was granted consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/LDH2/2016/4798893 dated 07/12/2016 which is valid upto 30/06/2021 for manufacturing of HB WIRE @ 0.8 Metric Tonnes/Day. Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 refused vide no. CTOW/Fresh/LDH2/2017/ 4798811 dated 06.02.2017.
Accordingly, the industry was given personal hearing before the Chief Environmental Engineer of the Board on 03.05.2017 and it was decided that:-
1. The industry will apply for consent to operate under Water (Prevention & Control of Pollution) Act, 1974 within 07 days.
2. The industry will submit bank guarantee of Rs. 50,000/- within 07 days as an assurance to comply with the Pollution Control Norms.
3. The Regional Office will re-visit the industry to verify the statement given by the industry and Regional Office will collect the sample, if required & submit report.

Now, the industry was visited by AEE of this office on 31.05.2017 and it was observed that:-
1. The industry was in operation & engaged in drawing of HB Wire by using C.R. Sheets Wire Rod @1MTD, Sulphuric Acid @20kgs/d, Lime Powder @2Kgs/d involving pickling process. The industry has provided storage tank of size 8’ X 7’ X 6’ for storage of its trade effluent.
2. The industry has signed agreement with M/s JBR Technology Pvt. Ltd., Ludhiana @ 1500 Ltr/M for the treatment & disposal of trade effluent generated from process.
3. The industry has provided water meter on pipeline leading to the wet process area and the reading was noted to be 16.51 KL.
4. The industry is maintaining the record of water consumed in the process area and effluent lifted to M/s JBR Technology Pvt. Ltd., Ludhiana and it was observed that the industry has consumed about 6000 ltr. of water from 01.03.2017 and got lifted 4500 Ltr. of effluent to CETP operator, the rest was lying stored in the pickling tank.
5. The industry has plugged its outlet leading to sewer.
6. The industry has submitted bank guarantee of Rs. 50,000/- vide no. BG023GM1171440001 dated 25.05.2017 valid upto 23.05.2017
7. Only domestic effluent is being discharged into sewer.
8. The industry has submitted approved building plan from architect approved by Director of Factories, PB.
9. The site of the industry falls in Industrial Area-B, Ludhiana.
Keeping in view of the above, it is recommended that the consents under Water (Prevention and Control of Pollution) Act, 1974 may be granted to the industry upto 30.06.2021 with usual conditions.
