File Note: It is submitted that Regional Office has forwarded the case for grant of consents to operate under the Water Act, 1974 & Air Act, 1981 to the service station as per the details mentioned in the agenda note. The agenda note has been examined & observed as under:- 1. The service station/agency was established without obtaining NOC from the Board for its establishment as required under the provisions of the Water Act, 1974 & Air Act, 1981. 2. The industry was offered opportunity of personal hearing before the Senior Environmental Engineer on 15.06.2017, however no one attended the said hearing. 3. The agency has applied for obtaining consents to operate under the Water Act,1974 & Air Act,1981 from the Board and has submitted all the requisite documents such as C.A. certificate showing gross fixed assets of the service station as Rs. 13.67 lac, completion drawing of oOil & Grease Trap, building plan approved by Municipal Corporation Moga, proof for sewer line connection, copy of lease deed for the land area, memorandum of articles. The agency has deposited Rs. 12,000/- each vide R. No.53/5062 & 54/5062 dt. 16.06.2017 as water and air consent fee, which is adequate for a period upto 30.09.2021. 4. The service station has also deposited Rs. 900/- vide R.No. 55/5062 dt. 16.06.2017 as NOC regularization fee. 5. The agency was visited by the officer of Regional Office on 16.06.2017 and it was observed that: a) The service station has installed Oil & Grease Trap followed by septic tank for primary treatment of trade effluent as per the completion drawing submitted by it. The trade effluent after primary treatment is discharged into the Municipal Corporation Sewer, which is followed by Sewage Treatment Plant. b) The service station has installed D.G set of capacity 40 KVA with canopy and stack of adequate height within its premises. c) The service station has installed septic tank for treatment of its domestic effluent generated from sanitation section with provision to discharge the treated domestic effluent into the M.C sewer which further leads to sewage treatment plant of Moga town. d) The waste water treatment facility of the agency consisting of oil & grease trap followed by septic tank (for settlement of dust) is adequate in principle. e) The service station/agency has complied with the provisions of the Water Act,1974 & Air Act,1981. Regional Office has has further submitted that effluent sample of the sewage treatment plant installed by the Municipal Corporation, Moga has been collected by the Board every month and as per analysis reports for the preceding year, concentration of various parameters was found to be within the prescribed limits. Regional Office has recommended that consents to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the service station for a period upto 30.09.2021, subject to the suitable conditions. If approved, consents to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the service station for a period upto 30.09.2021, subject to the suitable conditions please.
