The industry is a hot mix plant unit. The industry was earlier granted 'Consent to Operate' under Water Act, 1974 vide no. R15LDH1CTOW3211406 dated 26.10.2015 valid up to 30.06.2020 & under Air Act, 1981 vide no. R15LDH1CTOA3210277 dated 26.10.2015 valid up to 30.06.2020.
Thereafter a complaint was received through eco-sampark and the industry was issued show cause notice for revoking of ‘Consent to Operate’ under Water Act, 1974 & Air Act, 1981 with an opportunity of personal hearing before SEE, ZO-I, Ludhiana on 21.02.2017 & 28.03.2017, but the industry failed to attended the hearing and ‘Consent to Operate’ under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 were revoked vide ZO Letter no. 2114 & 2116 dated 12.04.2017 and action u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 was initiated against the industry.
Now the industry has applied for 'Consent to Operate' under Water Act, 1974 & Air Act, 1981 & thereafter, the industry was visited by this office on 24.06.2017 and observed as under:-
1. The industry was not in operation during visit.
2. The industry has increased the stack height of the installed APCD i.e. wet scrubber upto approx. 40 ft.
3. The industry has now provided proper pipe connections of re-circulation system of scrubbing water.
4. The industry has now provided adequate stack height along-with adequate sampling arrangement with bitumen heater.
5. The industry has now provided proper disposal of mud from re-circulation tank into a pit.
6. The industry has now provided water meter on re-circulation system and is maintaining record.
7. The industry has now provided water meter on source of water supply and is also maintained its record.
8. The industry has now provided separate energy meter with APCD and is maintaining its operational record.
9. The industry has now provided adequate stack height to installed 01 DG set of capacity 125 KVA with canopy.
10. The industry has now provided pucca road in the premises of the hot mix plant for the movement of vehicles.
11. The industry has now planted new saplings along-with the existing plantation along the periphery of the hot mix plant.
12. The industry has submitted stack emission sample collected on 06.06.2017 from Board's approved lab, as per which conc. of SPM is 71.3 mg/Nm3, which is within the permissible limit prescribed by the Board.
13. There is no source of trade effluent & only domestic effluent @ 0.5 is being discharged onto land for plantation after septic tank.
14. The industry has submitted building plan prepared by approved Architect from Director of Factories, Punjab.
15. The industry has submitted CLU certificate vide memo no. 3333 dated 07.05.2012 as per which site of Hot Mix Plant falls under the industrial zone as per Master Plan, Ludhiana (2007-2021).
16. The industry has submitted certificate from SDM, Payal, as per which distance of the site from various important locations is as follow:

17. The hot mix plant has now adopted proper code of practice as prescribed for hot mix plant by the Board.
In view of the above, it is recommended that 'Consent to Operate' under Water Act, 1974 & Air Act, 1981 may be granted to the industry up to 30.06.2020 with suitable conditions as per policy of the Board please.
