It is submitted that the industry has applied for setting up of new rice sheller namely M/s Kakkar Rice Mills, Vill. Moja Dabhali, Tehsil Rajpura, Distt. Patiala vide application no. 5761286 dated 22.06.2017 for processing of paddy @ 3.0 TPH (with drier) to manufacture rice @ 2 TPH. The industry has submitted proposed site plan, copy of SDM letter, letter from Tehsildar, Rajpura, copy of akshsajra, partnership deed, project report, location plan, copy of jamabandi, copy of registry, feasibility report etc.
The industry has deposited Rs. 7000/- vide R. No. 37/5039 dated 22/06/2017 against project cost of Rs. 1.74 crores, as per the project report as NOC fee, which is adequate for one year.
The industry has submitted feasibility report prepared by Alliance Consultant, Passi Road, Patiala in which it has proposed to install cyclone as air pollution control device to control emissions from various point sources and has proposed to install septic tank for the treatment of domestic waste effluent generated from its premises. The treated domestic effluent will be utilized onto land for plantation within its premises.
The DTP Patiala vide this office letter no. 2645 dated 13.06.2017 was requested to intimate the land use pattern of the proposed site of the industry including the point wise reply in view of the siting guidelines framed by the letter no. 10/48/2004-STE-4/4061-77 dated 13.09.2006 and Notification no. 10/48/2004-STE (4) /932 dated. 15/10/2013. Further, it may also be certified as to whether the site is suitable for establishing a rice mill at the proposed site as per the said guidelines and whether the site is required to obtain change of land use or not.
Now, the DTP Patiala vide its letter no. 1444 DTP (P)/62 dated 20.06.2017 sent a letter to this office regarding suitability of site for establishment of rice sheller, which is as under:

The details regarding distances of various benchmarks w.r.t the proposed site where rice sheller is to be installed is given by SDM, Patiala vide letter no. 9189 dated 20.06.2017 and same is reproduced as under: -

To verify the contents of the application, the proposed site was visited by undersigned on 26.06.2017 and observed that the proposed site of the industry falls in the revenue estate of the village Moja Dabahali, Tehsil Rajpura, Distt. Patiala. The proposed site of rice sheller falls more than 500 m from lal lakir of nearby village and no wild life sanctuary, zoo, historical religious place, protected monuments and educational institutes falls within the radius of 500 m from the proposed site. The industry has already started construction activity at the proposed site. It is pertinent to mention here that tehsil Rajpura had already been declared as over exploited area by the CGWA. Thus, the industry is required to obtain prior NOC/permission from the Central Ground Water Authority for abstraction of ground water.
From the above said facts, DTP report, SDM report etc. the site is meeting with the siting guidelines framed by Govt. of Punjab for rice shellers vide notification Dt. 13/9/2006 lastly amended and notified by Govt. Notification no. 10/48/2004-STE (4) /932 dated 15/10/2013. The site is suitable for the establishment of rice sheller.
Keeping in view of above, it is recommended that the consent to establish (NOC) may be granted to the subject cited industry for setting up of dry rice sheller for processing of paddy @ 3 TPH to manufacture rice @ 2 TPH with suitable conditions and special conditions that:
1. The industry shall comply with the sitting guidelines and code of practice for Rice Shelling Units issued vide Govt. Notification no. 10/48/2004-STE (4) /932 dated 15/10/2013.
2. The industry will obtain necessary permissions from all the other Departments (if any).
3. The industry will comply with all the conditions mentioned in the DTP letter no. 1444 DTP (P)/62 dated 20.06.2017 issued to this office.
4. The industry will submit its building plan prepared and duly authenticated by the Director of Factories/ Chartered Architect/ Chartered Engineer under the provisions of section 3-A of Punjab Factory Rules, 1952.
5. The industry will obtain NOC/permission from the Central Ground Water Authority for abstraction of ground water as tehsil Rajpura had already been declared as over exploited area by the CGWA. |
