File Note: The above said industry is dry rice sheller which was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. F-154 dated 11.11.2003 (valid upto 30.09.2017) & Air (Prevention & Control of Pollution) Act, 1981 vide no. PTA/APC/2001/F-570 dated 11.11.2003 (valid upto 30.09.2017) for processing of paddy @ 1.5 TPH (without drier) with suitable conditions. Now, the industry has applied for renewal of consent to operate under said acts with requisite documents and fee. The industry has deposited Rs. 7500/- vide R.No. 99/4322 dated 12.06.2017 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 7500/- vide R.No. 99/4322 dated 12.06.2017 under Air (Prevention & Control of Pollution) Act, 1981 against capital investment of Rs. 15.53 lacs as on 31.03.2017.The consent fee deposited by the industry is adequate upto 30.09.2022 under orange category. The industry has submitted an undertaking that at present the sheller is not in operation and it will get its stack emission samples tested and will submit the report to this office in coming paddy season in Oct. 2017. The industry has also submitted the compliance report of the conditions of the consents earlier granted to it, C.A. certificate. The industry was visited by AEE of this office on 28.06.2017. During visit it was observed as under:- 1. The industry was not in operation due to off season. 2. The roads for the movement of the vehicles inside the sheller premises up to rice room and shelling shed are paved brick roads. 3. The industry provided proper rice husk storage facilities inside the factory premises and has provided wall of height 12' approximately and has also provided layer of wind screen of 3' approx above the brick wall which seems to be adequate. 4. The industry has provided septic tank for the treatment of domestic effluent and treated effluent shall be discharged onto land for plantation after septic tank. The industry is complying with the conditions new code of practice notified by Govt. Notification no. 10/48/2004-STE (4) /932 dated. 15/10/2013 and provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. Keeping above in view, it is recommended that:- 1. Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted upto 30.09.2021 with suitable conditions. 2. Consent to operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.9.2018 with usual conditions and special condition that the rice shaller will get its stack emission analysis done from Board/ Board's approved lab whenever it restart its process and submit report in this office.
