Earlier, the project proponent was granted 'Consent to Establish' (NOC) vide no. O14LDH1CTE1076528 dated 25.04.2014 valid upto 24.04.2015 for setting up of a residential colony namely "HCS Garden" Vill. Machhiwara, Samrala, Ludhiana on area 14.45 acres. Now, the project proponent has applied for extension of 'Consent to Establish (NOC)'. The proposed project site was visited by officer of this office on 30.06.2017 & observed as under:-
1. No construction work or any other work was being carried out at the site.
2. The project proponent has constructed boundary wall as well as main entrance of the colony. However, no office or any other building has been constructed at site as yet.
3. No work of construction on any plot of the colony observed during visit & all of the plots of the colony are lying empty with no construction whatsoever.
4. They project proponent has stabilized the roads of the colony with stone aggregates only. Also no work for laying of sewerage pipe has been started at site yet.
5. The project proponent has planted spellings along the proposed roads and has developed lawns in the areas meant for parks.
6. No work for installation of the proposed STP plant has been started at site yet. The representative of project stated during visit that the project was stopped for some time due to demise of one of the director of the company and that they are going to complete the remaining work for development of colony including laying of sewerage system and installation of STP by March, 2018 for which they have applied for Extension in NOC.
7. The competency to grant the Extension in Consent to Establish/NOC lies with Sr. Environmental Engineer, Zonal Office-I, Ludhiana.
In view of above it is recommended that Extension in ‘consent to establish’ (NOC) for setting up a residential colony may be granted with suitable conditions as per policy of the Board please & with special conditions that:-
1. The project proponent will start work of installation of STP directly in proportion with work of development of colony.
2. The project proponent will provide proper distribution system for disposal of treated domestic effluent in the proposed plantation area and duel plumbing system for reuse of treated sewage for flushing purpose as proposed by it.
