File Note:  The industry was granted consents to operate under the Water Act, 1974 & Air Act, 1981 vide nos. R16BTICTOW4347311 & R16BTICTOA4347284 dt. 05.08.2016 for operation of rice sheller unit to manufacture raw rice/sorted rice @ 4 TPH without dryer, subject to the conditions mentioned therein with validity up to 30.06.2017.  The industry was visited by officer of the Board along with JSO on 04.01.2017 to collect the emission samples from the industry. Emission sample was taken from the stack attached to the cyclone of the shelling section and sent to Head Office Lab. As per the analysis report received from the Head Office lab, the concentration of SPM was found to be 418 mg/Nm3, which is within the prescribed limits of the Board.  Now, the industry has now applied for renewal of consent to operate under the Water Act, 1974 and Air Act, 1981 to manufacture raw rice/sorted rice @ 4 TPH without dryer on 22.06.2017. The details of the case are as under: - • The industry has submitted C.A certificate regarding its gross fixed assets as Rs. 58.25 lacs. The industry has deposited balance consent fee of Rs. 750/- each under the Water Act, 1974 & Air Act, 1981 vide R. No. 65/5035 dated 03.07.2017, which is adequate for a period up to 30.09.2021 under each Act for orange category. The industry had already deposited emission sampling charges of Rs. 6,100/- earlier vide R. No. 45/4631 dated 18.07.2016 for the emission sample collected on 20.03.2017.  The industry was visited by undersigned on 26.06.2017 and it was observed as under– • The industry was not in operation due to paddy off season. • The industry has installed cyclone as APCD with shelling section to contain the process emissions and the same was in line with dust emitting points connected to the APCD. • The industry has provided stack of adequate height with the APCD and provisions to facilitate emission sampling. • The industry has provided brick paving at movement area of vehicles, within its premises to prevent the generation of dust emissions. • The industry has provided brick wall of adequate length with 10' height around husk discharge / storage area and further wind screen of MS of 5’ height has been provided above the said wall in compliance to the code of practice prescribed by the Govt. vide order dt. 15.10.2013. • The industry has provided septic tank for treatment of domestic effluent with provision to discharge onto land for irrigation. • The industry has made adequate plantation along its boundary wall. The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt.15.10.2013. Keeping in view of above, it is recommended that consents to operate granted to the industry under the Water Act, 1974 & Air Act, 1981 for operation of rice sheller to manufacture raw rice / sorted rice @ 4 TPH without dryer may be renewed for a period up to 30.09.2021, subject to the suitable conditions along with the following specific conditions as under: - a) The industry will get emission samples analyzed after re-commissioning during the next paddy season 2017-18 and submit analysis report to the Board. b) The industry will get its emission samples analyzed from Board's lab. during every paddy season and submit copy of analysis report to the Board, failing which consent under the Air Act, 1981 will be revoked / cancelled without any further opportunity / notice.
