File No. RO-II/LDH/CON/IND/2018: The industry was earlier visited on 06.09.2016 and observed that the industry is not complying with the provisions under Water (Prevention & Prevention of Pollution) Act, 1974 and detail report was sent to Zonal Office.
Accordingly, show cause notice for violation of the provisions of Water (Prevention & Prevention of Pollution) Act, 1974 & Air (Prevention & Prevention of Pollution) Act, 1981 was issued to the industry alongwith an opportunity of personal hearing before the Senior Environmental Engineer of the Board on 15.03.2017 and after hearing it was decided as under :-
1. Directions u/s 31-A of Air (Prevention & Prevention of Pollution) Act, 1981 be confirmed for closure of the industry.
2. PSPCLtd., be directed to disconnect the electric connection of the industry with immediate effect.
Accordingly, the PSPCL authority was directed to disconnect the electric supply of the industry vide letter no. 1682 dated 29.03.2017 and also this office was directed to PSPCL to disconnect the electric supply vide this office letter no. 1098 dated 03.04.2017.
. The industry has applied for the fresh consent to operate under Water Act, 1974 online system alongwith the photocopy of TDCO number 81966/103 dated 11.04.2017. Accordingly, the site of the industry was visited by the office of this office on 03.07.2017 and it was observed as under :-
1. The industry was not in operation during the visit due to disconnection of electric supply.
2. The industry has installed electroplating machinery, same was not in operation. The industry has closed the bye-pass from process which was earlier connected to sewer. The industry has provided underground storage tank of capacity 4000 Ltr for storage of trade effluent which was full upto 1000 Ltr. The industry has made MOU with M/s JBR Technology Pvt. Ltd., Ludhiana of quantity 2000 Ltr/month. The industry has provided water meter on its fresh water supply line in process area and reading of the same 000137 Ltr and also guide to the representative of the industry regarding the maintaining the record of fresh water consumed in the process area and trade effluent lifted to M/s JBR Technology Pvt. Ltd., Ludhiana.
3. Domestic effluent is being discharged into sewer.
4. The industry has not installed D.G set/boiler/furnace in its premises.
5. The industry has submitted approved building plans from the approved person of the Directors of Factories, Punjab.
6. The industry is complying with the provisions under Water (Prevention & Prevention of Pollution) Act, 1974. The site falls in industrial zone as per gazette notification and deposited Rs. 1500/- as NOC regularization fees, hence site can be regularized.
Keeping in view of the above, it is recommended that :-
I. Electric connection of the industry may be restored temporarily for six months.
Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted for six months with usual conditions.
