The industry is small scale red category unit & engaged in process of dyeing. The industry was earlier granted Consent to Establish (NOC) vide no. R15LDH1CTE2839501 dated 22.06.2015 valid upto 21.06.2016. The industry has now applied for fresh 'Consent to Operate' under Water Act, 1974 & Air Act, 1981 along with adequate NOC extension fee. The industry was visited by this office on 05.07.2017 & observed as under:-
1. The industry is yet to start its operations.
2. The industry will be engaged in dyeing of tow & yarn for which the industry has installed 04 hank dyeing machine if capacity 300 kg each, 06 tow dyeing machines (02 of capacity 500 Kg & 04 of capacity 250 Kg), 02 bulking machine & 01 dryer.
3. The treated trade effluent of the industry will be discharged onto land for plantation after ETP. The industry has installed an ETP of capacity 400 KLD consisting of the following components:
Screening -> Equalization/Aeration Tank -> Flocculator ->Primary tube settler -> Supernatant Sump -> Sand Filter -> Activated Carbon filter.
4. The domestic effluent @ 3 KLD will be discharged onto land for plantation through septic tank.
5. The industry has already submitted rent deed for as area approx. 4 Acres for plantation purpose for a period of approx. 18 years. During visit, it was seen that already popular trees of good height approx. 15-20 ft has already been developed in the proposed plantation area.
6. The industry has installed one thermax boiler of capacity 4 TPH with cyclone separator as APCD with adequate stack height.
7. The industry has installed one D.G. set of capacity 250 KVA with canopy & adequate stack height.
8. The industry has already submitted copy of CLU for the area 4815.86 Sq. yds issued by department of Town & Country Planning Punjab vide no. 213 STP(L)/TW-12A dated 05.02.2015.
9. The industry has submitted latest building plan approved by Competent Person under Director of Factories, Punjab.
10. The competency to grant the consent lies with Sr. Environmental Engineer, Zonal Office-I, Ludhiana.
In view of above, it is recommended that the fresh ‘Consent to Operate’ under Water Act, 1974 & Air Act, 1981 may be granted upto 30.06.2022 with suitable conditions as per policy of the Board please.
