File Note: The draft proceeding of personal hearing 4/7/2017 has been sent for approval on hard file. During the hearing the following decisions were taken:- 1. The industry will not do the Bio-composting in future. In case of any violation observed action will be initiated against the industry. 2. The industry shall disconnect the pipeline carrying spent wash leading to storage lagoons immediately and Regional Office will verify the same and submit report within 7 days. 3. The industry shall explore possibility of disposing of 7000 MTD of Press mud for earth filling through trollies in the surrounding villages and to surrounding Brick Kilns as well as to PWD Deptt. for projects. 4. The industry shall dispose off 3000 tons ready bio compost to farmers of the surrounding villages free of cost and will ensure that Bio compost so transferred must be stored after covering the ground with tarpoline. 5. The Bio compost so stored must be covered with mosquito net to control mosquitoes/flies and will ensure regular spray for dispersal of odour and for flier removal. 6. The spent wash to the tune of 14000m3 stored into Bio-methanization tanks will not be processed without prior permission of the Board. Environmental Engineer Regional Office immediately seal the tanks where the spent wash has been stored by the industry and submit report. 7. The industry shall make agreement for the disposal of fresh press mud to be generated in the next coming season of sugar mill and submit the same to the Board before the start of the crushing season. 8. The industry will install 10 no. piezometers within the industry for extraction of contaminated ground water for treatment and remediation of ground water 9. Environmental Engineer Regional Office Hoshiarpur shall identify shallow hand pump in the adjoining villages whose groundwater has been contaminated and will seal the same so that public should not drink the contaminated water 10. Environmental Engineer Regional Office Hoshiarpur shall identify number of deep tube-wells to be provided in villages whose groundwater has been contaminated and industry will get the same install at their own cost under Corporate Social Responsibilities 11. The industry shall provide proper storage arrangements for rice husk storage and will ensure that there is no nuisance due to fly ash. 12. The industry will properly dispose off the fly ash to ensure that there should not be any air pollution in the area. 13. The industry shall explore the possibility of incineration of spent wash to the tune of 14000 m3 lying in the industry in their recovery boiler after consultation with technical experts. 14. The consent under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 be granted. 15. The Regional Office shall monitor the industry on daily basis to check the compliances made by the industry. 16. The industry shall be visited surprisingly to check the compliances made by the industry. 17. The industry will be reheard after 4.8.2017 .
