It is intimated that the industry is a small scale orange category unit and has been entered in the inventory of this office at serial no. LDH-3/CON/0257. Earlier the industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOW/Renewal/LDH3/2017/5498493 dated 27.05.2017 valid upto 30.06.2017 CTOA/Renewal/LDH3/2017/5498589 dated 27.05.2017 valid upto 30.06.2017 with usual conditions and with special conditions as under:-
1. The industry will obtain the permission for the use/abstraction of ground water as per the requirements of Central Ground Water Authority (CGWA). The Board will not be responsible for any lose, in case the CGWA will prohibit the abstraction/use of water on account of non-obtaining of such permission.
2. The industry shall shift its unit to the designated industrial area after 30-06-2017 immediately.
Earlier the Board has issued directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 vide no. 2574 dated 25.05.2017 to restore the electric supply of the industry upto 30.06.2017.
Now the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention & Control of Pollution) Act, 1981 in this office through OCMMS and also requested for restoration of its electric connection permanently.
The industry was visited by AEE of this office on 10.07.2017 and observed that the industry was not in operation. The industry has installed 01 no. cutting machine and 01 no. molding & extruding machine. The industry is also engaged in washing of plastic scrap, which is the source of generation of trade effluent. The industry has installed ETP consists of oil & grease chamber, collection tank, dosing tanks, reaction cum settling tank, pre-filtration tank, dual media filter and SDB.. The industry has provided conventional flow meter at final outlet of ETP as well as at fresh water source. The industry has provided a water scrubber for the fumes generated from extruding machine. The industry has not installed any boiler/furnace. The industry has not installed DG set. The industry has submitted permission granted by GLADA to operate the unit under section- 79 of Punjab Regional and Town Planning and Development Act ,1995 amended in 2006 upto 11.09.2023 vide letter no 599 dated 04.07.2017.
In view of above it is recommended that:-
1. Consents to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted upto 30.06.2022 with suitable conditions.
2. Electric connection of the industry may further be restored permanently please
