The industry is small scale green category unit & engaged in manufacturing of tractor parts. The industry was earlier granted consents under Water Act, 1974 vide no. G15LDH1CTOW2578084 dated 10.06.2015 valid upto 30.06.2017 & under Air Act, 1981 vide no. G15LDH1CTOA2578078 dated 10.06.2015 valid upto 30.06.2017. The industry has now applied for obtaining renewal of 'Consent to Operate' under Water Act, 1974 & Air Act, 1981. The details are verified by officer of this office as per documents submitted by the industry:-
1. The industry is engaged in manufacturing of tractor parts. The industry has no source of air pollution such as boiler/furnace etc.
2. There is no source of trade effluent generation & only domestic effluent is being discharged into sewer.
3. The industry has already submitted lal lakir certificate indicating that industry is located at distance of 500 sq. yrd from lal lakir.
4. The industry has already submitted building plan prepared by approved Architect of Director of Factories, Punjab.
5. The industry has not submitted any certificate for classification of area to be issued by concerned department. The industry has submitted the copy of Form VAT-IV according to which the unit was registered w.e.f 30 May, 2006. Moreover, as per SSI certificate submitted by the industry the unit has started its production on 24 July, 2006. As per policy dated 30.04.2013 of the Board – "PPCB will continue to grant its 'Consent to Operate'/authorization to all industries not having any hazardous process, existing & operating in not designated industrial areas prior to the date of notification of Master Plan provided the industry comply with the prescribed norms for discharge of effluent/emissions". As the industry is operating before notification of Master Plan of Ludhiana i.e before 12.09.2016 & does not have any hazardous process, therefore we may allow the unit to operate upto 31.08.2018.
6. The industry is complying with the provisions of Water Act, 1974 & Air Act, 1981.
7. The competency to grant the consent lies with Environmental Engineer, Regional Office, Ludhiana
In view of aforesaid details and in reference of Head Office letter no CEE/F.No. 957/2016/6536 dated 02.02.2016, without the unit being visited, it is recommended that the 'Consent to Operate' under Water Act, 1974 & Air Act, 1981 may be renewed upto 31.08.2018 with suitable conditions as per policy of the Board and with special condition that the industry will comply with the guidelines/amendments if any made by Department of Town & Country Planning please.
