The industry was granted consents to operate under Water Act, 1974 and Air Act, 1981 vide no. R15FZLCTOW3349757 & R15FZLCTOA3349696 dated 19/12/2015, both valid up to 18/12/2016 for production of Pasteurization Milk (Bulk/packed) @ 75000 L/d, Flavored milk @ 10000 L/d, skimmed milk @ 25 MT/d, Paneer @ 6000 Kg/d, Dahi @ 10000 kg/d, Frozen Vegetables @ 48 MT/d, Pure Ghee / butter @ 15 MT/d, Grain storage silos @ 4 nos, RO drinking bottled Water @ 100000 Ltr/d and Power @ 4 MW, subject to certain conditions mentioned therein.
It is submitted that in compliance of the orders dated 22.2.2017 passed by the Hon'ble Supreme Court of India in CWP No. 375 of 2012 in the matter of Paryavaran Suraksha Samiti and Others Vs Union of India and Others, directions u/s 33-A of the Water Act, 1974 was issued to the industry vide this office letter no.1761 dt. 04.07.2017 alongwith the directions to the PSPCL for disconnection of the electric supply available to the industry.
The industry has applied for extension in validity of consents to operate under the Water Act, 1974 & Air Act, 1981 through OCMMS. The agenda note of the industry has been scrutinized and observed as under –
1. The industry was visited by officer of the Board on 10.07.2017 and it was observed as under:-
i) The industry was not in operation, however the electric connection of the industry was found intact.
ii) The ETP installed by the industry was in operation and treated trade effluent was being discharged onto land for plantation developed by the industry as per Karnal Technology. No bye-pass arrangement was observed during visit.
iii) The industry has improved its plantation area as it has removed the stagnation in the plantation area.
iv) The STP installed by the industry was also in operation.
v) The industry has installed ESP as APCD with the boiler furnace of capacity 25 TPH. The Boiler of the industry was not in operation.
vi) The industry informed that the new boiler of capacity 10 TPH inside its premise is related to the M/s Schreiber Dynamix Dairies Pvt. Ltd., and the industry has applied for obtaining the varied consents to operate of the Board under the Water Act, 1974 and Air Act, 1981 and same applications are under process.
2. As such the industry is complying with the previous consent conditions as well as the provisions of the Water Act, 1974 and Air Act, 1981.
3. Regional Office has recommended as under:-
a) Consents to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the industry for a period of six months for suitable conditions.
b) Directions u/s 33-A of the Water Act, 1974 may be issued to the PSPCL authorities to restore the electric connection of the industry temporarily for a period of six months.
If approved, following action may be taken please:-
a) Consents to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the industry for a period of one year with suitable conditions.
b) Directions u/s 33-A of the Water Act, 1974 may be issued to the PSPCL authorities to continue the electric connection of the industry.
