No.RO-II/LDH/CON/IND/800:Recommendations:- It is intimated that the industry was earlier granted consent vide no. R14LDH2CTOW1441281 dated 30.06.2014 valid upto 30.06.2018 under Water Act, 1974.
The industry was visited by the officer of this office on 08.04.2017 and observed that the industry was not complying with the provisions under Water (Prevention & Prevention of Pollution) Act, 1974 and detail report sent to Zonal Office.
A show cause notice for revoking of consent to operate under Water Act, 1974 alongwith an opportunity of personal hearing before the Chief Environmental Engineer of the Board on 12.06.2017 and after hearing it was decided The Regional Office will seal the water polluting machinery immediately for 10 days and will sent report immediately after 10 days.
In compliance of the hearing decisions the site of the industry was visited by the officer of this office on 07.07.2017 and it was observed that the industry was not in operation during the visit. Crane has been sealed in the presence of representative of the industry, which is used as acid dip to the material.
Now, the industry has applied for the varied consent to operate under Water (Prevention & Prevention of Pollution) Act, 1974 through online system alongwith enhanced MOU from 2000 Ltr/month to 4000 Ltr month with M/s Fertichem Industrial Corporation, Village Kanganwal, Jugiana, Ludhiana and also increase its production capacity Wire Rod from 3 TPD to 4 TPD. Accordingly, the industry was visited by AEE of this office on 17.07.2017 and observed that:-
1. The industry was not in operation during visit, due to sealing of wet process, seal has been intact seen during the visit.
2. The industry has signed agreement with M/s s Fertichem Industrial Corporation, Village Kanganwal, Jugiana, Ludhiana @ 4000 Ltr/M for the treatment & disposal of trade effluent generated from process. has installed water meter on its fresh water supply line in process area and reading of the same was 95750 Ltr. The industry has provided the storages and detail is as under :-
Storage tank of size 5'X6'X6' full upto 23".
Acid tank of size 5'9" X5'9" X 6' full upto 54".
Lime tank of size 4' X 3' X 3'8" full upto 24".
3. The industry is maintaining record of water consumption in process as well as effluent lifted by M/s JBR Technology Pvt. Ltd., Ludhiana.
4. The industry is complying with consent conditions granted to it and provisions under Water (Prevention & Prevention of Pollution) Act, 1974.
Keeping in view of the above, it is recommended that :-
I. Wet process of the industry may be sealed.
II. Consent to operate granted under Water (Prevention & Prevention of Pollution) Act, 1974 vide no. R14LDH2CTOW1441281 dated 30.06.2014 valid upto 30.06.2018 be revoked.
III. Varied consent under Water (Prevention and Control of Pollution) Act, 1974 may be granted to the industry upto 30.6.2018 with usual conditions.
