Recommendations:- It is intimated that the industry is small scale red category unit and is entered in the inventory of this office at serial no. LDH-3/CON/0027. Earlier the industry had applied for consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 through OCMMS. The consent to operate under Water (Prevention & Control of Pollution) Act, 1974 was refused to the industry due to some observations & under Air (Prevention & Control of Pollution) Act, 1981 was granted CTOA/Fresh/LDH3/2017/5291876 dated 17.04.2017 valid upto 16.10.2017.
The industry was given personal hearing before the Chief Environmental Engineer, Ludhiana on 19.05.2017, wherein it was decided as under:-
1. Consent to operate under Water (Prevention & Control Pollution) Act, 1974 be refused.
2. Regional Office shall seal the polluting process of the industry for 07 days.
3. The industry shall re-apply for obtaining consent under Water (Prevention & Control Pollution) Act, 1974 alongwith all the requisite documents and compliance status w.r.t. the violation earlier observed.
4. Environmental Engineer, RO-III, Ludhiana shall visit the industry and examine the application and submit further recommendations to decide the consent application, for continuing of de-sealing of the polluting processes and restoration / non-restoration of electric connection earlier disconnected by the Board on 14.01.2014.
In compliance to the decision no. 2, the industry was visited by the AEE of this office on 12.07.2017 and it was observed as under:-
1. The industry was in operation and is engaged in the process auto black of auto parts at site.
2. The industry has provided conventional flow meter at fresh water source was the reading was noted as 5.91 Kl. The industry has also maintained the record regarding generation/ lifting of effluent.
3. The industry has installed one no. Karahi for auto blacking and the same has been sealed in the presence of rep. of the industry.
The report of the same was sent to Zonal Office-2, Ludhiana vide this office letter no. 2793 dated 14.07.2017
Now, the industry has applied the fresh consent of the Board under Water (Prevention & Control of Pollution) Act, 1974 & renewal of Air (Prevention & Control of Pollution) Act, 1981 through OCMMS alongwith proof regarding its date of commissioning, Continuity Certificate, latest copy of CA certificate, flow chart, SSI certificate, record of effluent generated and disposed to CETP operator etc.
The site of the industry was visited by was visited by AEE of this office on 18.07.2017 and it was observed that the industry was not in operation as the machinery was sealed by this office on 12.07.2017 and seals were found intact.
1. The industry has provided plastic underground tank of capacity @1000 ltrs. During the visit, app 250 ltrs effluent was stored in the tank.
2. The industry has made an agreement with M/s JBR Technology Pvt. Ltd. for the lifting of untreated effluent @ 1500 ltrs /month. The industry was advised to made a revised agreement atleast 2500 ltrs/month with CETP operator.
3. The industry has installed water meter at fresh water source.
4. The industry has started to maintain the proper record regarding generation/ lifting of effluent.
5. As per the record, the industry has lifted effluent @1000 ltrs in the month of March, April, May, 2017 and 2000 ltrs in the month of June, 2017. The industry has also lifted 1000 ltrs effluent to CETP operator in the month of July.
6. The industry has already submitted continuity certificate vide no.119/ATP-C/PPCB/D dated 16.02.2017 to operate the industry at the existing site upto 30.08.2018.
7. The electric connection of the industry was still disconnected.
In the view above, It is recommended that :-
1. Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry upto 30.06.2018.
2. The electric connection of the industry may be restored please.
