Sub: Proceedings of the personal hearing taken by Senior Environmental Engineer on 20-07-2017 for refusal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981- M/s Kingston House (A Unit of Klasston Grand), Village Mansooran, Pakhowal Road, Ludhiana.

At the outset of the hearing, Environmental Engineer informed that the marriage palace was granted consent of the Board under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 which was valid upto 30-09-2016.
The marriage palace has now applied for renewal of consent to operate under Water Act, 1974 and Air Act, 1981.
The application of the marriage palace was examined and the marriage palace was visited by the officers of the Board on 03.07.2017 and it was observed as under
1. The marriage palace has not provided oil & Grease trap for treatment of effluent generated from the kitchen.
2. The blower attached with the aeration tank of STP was not in operation during the visit. The effluent generated during washing of utensils and cleaning of floor was being collected in collection tank. From the physical condition of STP, it seems that the STP is not operated for a long time.
3. The marriage palace is not maintaining any record of STP operation w.r.t water meter and energy meter readings.
4. The marriage palace has installed DG set of capacity 35 KVA without canopy.
5. The marriage palace has not given the details regarding the adequacy of land available for utilization of effluents.
6. As per the DTP certificate, the CLU is required to the marriage palace but the marriage palace has not submitted the same.
Show cause notice for refusal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 was given to the industry before Senior Environmental Engineer, Zonal Office-2, Ludhiana on 20-07-2017.
Sh. Jai Singh, Manager attended the hearing on behalf of the marriage palace and submitted that the marriage palace has now applied for obtaining electric connection for the office and the DG set (without canopy) will not be operated. He further informed that the STP was not in operation at the time of visit as there was no function. Order for the installation of the oil & grease trap has already been placed and same will be completed within 15 days. The documents regarding the availability of land under plantation are being prepared. The CLU cannot be issued at this stage as the court case is pending with the Government. He requested for 15 days time for submitting compliance.
After hearing the officers of the Board and the representative of the marriage palace, the Senior Environmental Engineer, Zonal Office-II, Ludhiana decided as under:-
1) The marriage palace shall comply with all the discrepancies, within 15 days.
2) Environmental Engineer, Regional Office-4, Ludhiana shall visit the marriage palace after 15 days and submit report/recommendations to decide the consent applications.
The Proceedings of the hearing are added herewith for the confirmation and approval by the Competent Authority so as to convey the same to all the concerned for necessary compliance please.
