It is submitted that the District Level Environment Impact Assessment Authority, Ferozepur, Ministry of Environment, Forests & Climate Change, Government of India has granted the environmental clearance under the EIA notification dated 14/09/2006, vide no. 614 dated 18.05.2017 to the General Manager-cum-Mining Officer, District Industries Centre, Ferozepur, valid for a period of 3 years i.e. up to 17/05/2020, for the mining of minor minerals (sand) in an area of 1.495 hectare, outside river bed falling in the revenue estate of Village Mahatam Nagar, Tehsil & District Fazilka, with the conditions mentioned therein. The General Manager-cum-Mining Officer, DIC Ferozepur has further transferred the EC, bearing Khasra no. 91//17/1(3-13), 17/2(3-14), 18(7-7), 19/1(0-9), 97//2/2(4-0), 9/2(3-8), 12/2(2-8), 9/1(4-12) for a period of two years to the name of Vishwas Kumar S/o Sh. Mulkh Raj, H.No. B-1942, St. No. 5-C, Kailash Nagar, Tehsil & Distt. Fazilka vide no. 972 dated 21.07.2017, subject to same conditions as mentioned in the original EC, granted earlier on the name of General Manager-cum-Mining Officer, District Industries, Ferozepur. Now, the project proponent has applied online on 21.07.2017, for obtaining the consents to operate under the Water Act, 1974 and Air Act, 1981 and has uploaded the documents such as copy of original EC, EC transferred in his favour, which was earlier granted in favour of General Manager-cum-Mining Officer, District Industries Centre, Ferozepur, copy of cost of mining projects approved by the Govt. of Punjab showing the total cost of the project as Rs. 17,23,602/- per year, Aksh Sajra plan of the proposed site and location plan. The proprietor of the mining site has deposited Rs. 6,000/- vide R. no. 03/4749 dated 24.07.2017 as the consent fee under the Water Act, 1974. The project proponent has also deposited Rs. 6,000/- vide R. no. 04/4749 dated 24.07.2017, along with Rs. 3,000/- vide R. no. 03/4749 dated 24.07.2017 as adequate NOC regularization fee. The consents fee deposited by the project proponent of the mining site is adequate for a period of two years, for the total cost of the project being Rs. 34,47,204/- for two years. A perusal of the application of the Project Proponent (PP) reveals that during the process of mining, no water/air pollution shall be generated and as such the project proponent is not required to install any ETP/APCD. The PP shall also not install any DG set. Accordingly, the application of the Project Proponent has been processed online and it is recommended that the Project Proponent may be granted the consents to operate under the Water Act, 1974 and Air Act, 1981, up to 17/05/2019 i.e. till the validity of environment clearance or till the mining of allowed quantity of minerals (sand), whichever is the earlier, subject to the suitable conditions please. |
