It is submitted that the industry was granted consent to establish(NOC) from Pollution Angle for setting up of industrial unit to manufacture PVC/HDPE Recyclic Granules @ 3 MTD by using PVC/HDPE/LDPE/PP sheets/Scrap etc. @ 3.30 MTD as raw material vide no. O16PTACTE4171221 dated 24.06.2016 (Valid up to 23.06.2017) subject to certain conditions mentioned therein.
Now, the industry has applied for consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of PVC/HDPE Granules @ 3 MTD by using recycled plastic as raw material by installing one no. extruder and one no. mixing machine. The industry has also applied for registration of the unit under the provisions of Plastic Waste (Management & Handling) Rules, 2011. The industry has deposited Rs. 10000/- vide R.No. 28/5040 dated 09.08.2017 on account of water consent fee under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 10000/- vide R.No. 28/5040 dated 09.08.2017 on account of air consent fee under the Air (Prevention & Control of Pollution) Act, 1981. The consent fee deposited by the industry is adequate for four years i.e. upto 30.09.2022 against the value of fixed assets of Rs. 48.25 lacs as on 30.04.2017 as per CA certificate dated 30.06.2017 submitted by it. The industry has also deposited Rs. 1000/- vide R.No. 28/5040 dated 09.08.2017 on account of NOC regularization fee. The industry has submitted approved building plan, compliance report of NOC conditions earlier granted to it, CA certificate, self-declaration, feasibility report of the pollution control system, manufacturing process details, land registration deed & M.C. proof alongwith application form.
The site of the industry was visited by the Asstt. Environmental Engineer of this office on 11.08.2017 to verify the contents of the application and compliance of NOC conditions granted to it. During visit, it was observed that the industry has installed all the proposed machinery within its premises but the unit is yet to be commissioned. The industry will generate waste water from washing of plastic scrap for which it has installed an Effluent Treatment Plan (ETP) consisting of Screening Collection cum reaction tank Clarifier Intermediate waste water storage tank Pressure sand filter. The industry will partly discharge its treated waste water into industrial estate sewer and partly reuse the same back into its process i.e. for washing of plastic scrap. The industry has not installed submersible pump in its premises. However, the industry is having PSIEC water supply connection equipped with water meter. The industry has installed packed bed scrubber as APCD with its extruders to control the fumes generated from its extruding process along with a stack of height 3 m above roof level. The industry has not installed any D.G. set within its premises. The industry has submitted building plan got approved by Er. Sukhjinder Singh, who is the approved competent person under the Factory Act, 1948. Thus, the industry is complying with NOC conditions earlier granted to it. The industry has submitted the completion certificate for the ETP & APCD issued by M/s Alliance Engineers, Patiala clearly mentioning that the actual size of various components of the ETP are the same, which were mentioned in the feasibility report. The application for registration of unit under the provisions of Plastic Waste (Management & Handling) Rules, 2011 is being processed separately.
In view of the above, it is recommended that the case be sent to SEE, ZO-I, Patiala with the recommendation that consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing PVC/HDPE Granules @ 3 MTD may be granted to the industry up to 30.09.2021 by installing one no. extruder & one no. mixing machine subject to suitable conditions and an additional condition that the industry shall not install submersible pump for abstraction of ground water in its premises without obtaining NOC/permission from the Central Ground Water Authority.
