No. R.O-II/LDH/CON/IND/1622 Recommendations: It is intimated that the industry is a small scale cattle feed unit and was granted Consent to Operate under Air (Prevention & Control of Pollution) Act, 1981 valid upto 11.07.2006 for manufacturing of Cattle Feed @10 T/day.
The industry had failed to apply for Consent to Operate of the Board Despite repeated reminders. Accordingly, Direction u/s 33-A of the Water Act, 1974 & u/s 31-A of the Air Act, 1981 were issued vide letter no. 5471 dated 02.08.2017 that :-
1. Directions u/s 33-A of water (Prevention & Control of Pollution) Act,1974 & u/s 31-A of Air ( Prevention & Control of Pollution) Act, 1981 be confirmed for closure of the industry.
2. PSPCL Ltd. be directed to disconnect the electric connection of the industry with immediate effect.
The Chief Engineer Operation PSPCL Ludhiana was directed vide letter no. 5475 dated 02.08.2017.
"That the authorities concerned shall disconnect the supply of electricity available to the industry with immediate effect."
Further, the electric connection of the industry has been disconnected vide disconnection order no. 100004480942 dated 24.08.2017.
Now, the industry has applied for ‘Consent to Operate’ under Water (Prevention and Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 alongwith documents through OCMMS. The industry has submitted consent fees which are adequate upto 30.09.2021.
Accordingly the industry was visited by the AEE on 01.09.2017 and itt was observed as under:-
1. The industry is a feed mill and was not in operation during visit.
2. The industry has installed 2 no. chakki, 1 no. mixer/grander, 1 no. pellet machine to manufacture cattle feed. All these are placed inside closed shed provided by the industry.
3. The industry has provided underground molasses tank of Size 20'x20'x10'.
4. The industry has not installed any D.G. set.
5. There is no generation of trade effluent. Further, the industry has not provided any toilet. Therefore, there is no generation of D.E. and only sullage water is being generated.
The site of the industry falls in rural and agriculture zone and the cattle feed unit is permissible in this zone. The industry is complying with conditions of consents earlier granted to it.
Keeping in view of the above, it is recommended that :-
1. Electric connection of the industry may be restored temporarily for six months.
2. Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for six months with usual conditions.
