Consent to establish (NOC) from pollution angle was granted to the industry vide no. CTE/FRESH/MOG/2017/5064484 dt. 19.01.2017 valid for a period upto 18.01.2018, for its establishment in the revenue area of village Kishanpura Kalan, Tehsil Dharamkot, Distt. Moga for processing of paddy @4.5 TPH and unsorted rice @ 3TPH to manufacture raw rice @ 3 TPH with dryer and sorted rice @ 3TPH subject to the conditions mentioned therein.
The industry has applied for obtaining consents to operate under the Water Act, 1974 and Air Act, 1981 through OCMMS on 05.09.2017 for operation of dry rice sheller unit with dryer alongwith sortex machine to manufacture raw rice @3 TPH with dryer and sorted rice @3 TPH. The other details of the case are as under:-
• The industry has submitted C.A. certificate of gross fixed assets of Rs.94.051 lacs as on 03.09.2017 and has deposited consent fees of Rs.26000/- each vide R.No.62/4749 & 63/4749 dt. 08.09.2017 under the Water Act, 1974 & Air Act, 1981, respectively, which is adequate upto 30.09.2021 under orange category.
The industry was visited by undersigned on 09.09.2017 and it was observed as under:-
• The industry has completed the installation of entire machinery except sortex machine in its premises, as proposed by it at the time of it obtaining NOC.
• The industry has installed cyclones as APCDs with paddy cleaner of dryer and 01 no. shelling sections, separately as per completion drawing submitted by it, with dust emitting points connected to the APCDs to contain the process emissions within limits. Stacks of adequate height have been provided with the APCDs alongwith provision to facilitate emission sampling, which were found in line / operational condition.
• The industry has provided brick wall of adequate length with 10' height and further MS sheet of 5' height has been provided above the said wall around husk discharge / storage area of in compliance to code of practice prescribed by the Govt. vide order dt. 15.10.2013.
• The industry has provided brick paving at movement area of vehicles, within its premises.
• The industry has provided septic tank for treatment of domestic effluent with provision to discharge onto land for plantation.
• The industry has planted trees along its boundary wall and is adequate.
• The industry does not fall in the area as notified by the Central Ground Water Authority, New Delhi. Hence no permission for abstraction of ground water is required to be obtained from the said department.
The industry is complying with the conditions of the NOC as well as code of practice prescribed by the Govt. order dt. 15.10.2013.
Keeping in view of the above, may if approved, consent to operate under the Water Act, 1974 and Air Act, 1981 be granted to the industry for a period upto 30.09.2021 for operation of rice sheller unit with dryer to manufacture raw rice @3 TPH with dryer and for discharge of domestic effluent @ 1 Kl/day onto land for plantation after proper treatment, subject to the suitable conditions along with the special condition that " The industry get its emission analyzed form the Boards lab/ Boards approved lab after ids commissioning during the upcoming paddy season and submit the same to the Board. |
