Regional Office has forwarded the case for grant of consent to establish (NOC) to the project promoter as per the details mentioned in the agenda note. The case has been examined and observed as under:-
1. The site of the industry falls in the industrial growth centre, Bathinda, which is a designated industrial area being maintained by Punjab Small Industries & Export Corporation Ltd., Chandigarh. Therefore, the site of the industry is suitable for its establishment.
2. The site of the industry was visited by officers of Regional Office on 16.09.2017 and it was observed that-
a) The construction of building of industry was under progress.
b) The industry in its technical report has mentioned that no trade effluent generation would be generated from the process. However, from previous experience in such cases, some effluent is to be generated from the laboratory section, which is maintained internally for testing of medicines. This effluent is very small in quantity and is generally evaporated through solar evaporation ponds.
Regional Office has recommended that the industry may be granted Consent to Establish (NOC) to the industry for its establishment for one year, subject to suitable conditions with specific condition that the industry will submit a detailed design of the solar evaporation pond for evaporation of effluent to be generated by the industry from its laboratory section.
If approved, clarification may be raised to the industry with request to clarify whether industry will carryout analysis of medicines in laboratory section or not. If yes, proposal for treatment of trade effluent to be generated from lab section.
