File No. No.RO-II/LDH/CON/IND/1970: Recommendations: The industry was earlier visited on 09.03.2016 and observed that the industry is engaged in the process of knitting and installed 35 weaving machines, one de-sizing machine and one wood fired boiler of 2 TPH and operating without NOC/consents of the Board.
The industry has installed one wood fired boiler of capacity 2 TPH which is wood fired in February, 2017.
Accordingly, a show cause notice for violation of the provisions of Water Act, 1974 & Air Act, 1981was issued to the industry alongwith an opportunity of personal hearing before the Senior Environmental Engineer of the Board on 24.08.2017 and after hearing it was decided as under :-
1. The industry shall apply for consent to operate under Water Act, 1974 & Air Act, 1981 in Regional Office immediately.
2. The industry shall install air pollution control device for control of flue gas emission from boiler section.
3. The industry shall develop adequate area under plantation for disposal of domestic effluent after septic tank.
4. The industry shall not discharge domestic effluent through tanker, if industry found discharging domestic effluent through mobile tanker action for closure of unit shall be initiated without any further notice.
5. The industry shall provide stack emission sampling arrangements with boiler stack.
6. Environmental Engineer, Regional Office process cases on merit considering certificate issued by D.T.P. Ludhiana.
Now, the industry has applied for the fresh consent to operate under Water Act, 1974 & Air Act, 1981 through online system alongwith requisite documents. Accordingly, the site of the industry was visited by the AEE on 18.09.2017 and it was observed as under:-
1. The industry was in operation and has installed 35 weaving machines, one de-sizing machine, one cone winding machine.
2. The industry has installed one wood fired boiler of capacity 2 TPH and was in operation at the time of visit. The industry has not provided porthole to collect the stack emissions sample.
3. The industry has not develop plantation area for the disposal of domestic effluent after septic tank.
4. The industry has submitted the certificate issued by DTP(L) vide letter no. 2150 dated 23.08.2017 stated that the site of the industry falls in Mixed Land Use along the road front zone as Master Plan Ludhiana (2007-2031) & these units which had been commissioned before the Notification of Master Plan has been adjusted in Industrial Zone.
5. The industry has installed two D.G sets of capacity 250 KVA & 150 KVA, with canopies.
6. The industry has submitted approved building plans from the approved person of the Directors of Factories, Punjab.
As such the industry is not complying with the decisions of the hearing held before the Senior Environmental Engineer of the Board on 24.08.2017.
Keeping in view of the above, it is recommended that show cause notice for refusal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be issued to the industry.
