File Note: It is intimated that earlier the marriage palace was granted consent to operate under the Water Act, 1974 and Air Act, 1981 both valid upto 31.03.2017 with the following main conditions:- The marriage palace shall complete following works/compliances within 2 months:- 1) provide fixed pipeline from the septic tanks to the plantation area for utilization of treated effluent. 2) provide hood/stack in kitchen for dissipation of heat/emission. 3) provide acoustic enclosure as well as adequate stack height with the DG sets of 62 KVA and 125 KVA capacity. 4) provide arrangement for storage and disposal of municipal solid waste. 5) submit the certificate of revenue authorities (DC/ADC/SDM) indicating the distance of site of marriage palace from the MC Limits/residential area/Phirni/Lal Lakir of the nearest village, as the marriage palace is established at a site other than the designated zone /outside the notified master plan. Now, the marriage palace has applied for renewal of consent to operate under the Water Act, 1974 and Air Act, 1981 and accordingly the site of the marriage palace was visited by me on 03.10.2017 and observed as under:- a) The marriage palace was not in operation as there was no function. The marriage palace generates effluent from the various activities involved and same is being discharged onto land for plantation after treatment with septic tank. The marriage palace has now provided permanent pipeline to plantation area from this tank. b) The marriage palace has not provided hood/stack in kitchen for dissipation of heat/emissions. c) The marriage palace has installed two DG sets of capacities 62 KVA and 125 KVA equipped with canopy. d) The marriage palace has submitted CLU from Senior Town Planner, Ludhiana vide no. 889 –STP (L)/TWT2M dated 15.02.2017 stating that the site doesn’t falls in any LPA/Master Plan. The permission for change of land use is granted as per Govt. Instruction issued vide letter 18/30/2009-Shg/3577 dated 22.12.2010 and as per policy of Regularization of existing marriage palaces vide letter no. 12/8/2012-5Hg/5094 dated 16.11.2012 and notification No. 12/8/2012-5HgII/820005/1 dated 16.08.2016. e) The marriage palace has already deposited the consent fee under Water Act, 1974 and Air Act, 1981, which is adequate upto 31.03.2020 In view of the above, as the marriage palace is partially complying with the provisions of Water Act, 1974 and Air Act, 1981, It is recommended that the marriage palace may be granted consent to operate for short period i.e. six months with special conditions that:- 1) The marriage palace shall provide hood/stack in kitchen for dissipation of heat/emission. 2) The marriage palace shall provide arrangement for storage and disposal of municipal solid waste.
