Environmental Engineer Regional Office reported that the subject cited HCF has applied for obtaining consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981. The HCF was visited by AEE of this office on 18/09/2017 and observed as under:- 1. The HCF is a 60 bedded hospital. 2. The HCF has installed STP comprising of Equalization tank, Oil & Grease Trap, MFAB reactor, Secondary clarifier, Pre-filtration sump, MGF and ACF and same was in operation during visit. The HCF has also submitted the completion certificate of STP as per which the STP of capacity 20 KLD has been installed. 3. During visit the STP was in operation and entire treated effluent was being discharged into sewer. 4. The HCF has not provided flow meter with STP. It is further intimated that the Municipal Engineer (B & R), Amritsar has sanctioned the building plan vide no. 58 dated 07/12/1970. The HCF vide its letter dated 18/09/2017 intimated that the HCF has applied for obtaining certificate regarding permission of discharge of treated effluent into sewer in the office of Municipal Corporation, Amritsar and also informed that the STP is in stabilization stage and after stabilization, the analysis report shall be submitted. It is pertinent to mention here that the HCF has obtained authorization under Bio Medical Waste Management Rules, 2016, vide Authorization no. ZO-ASR/ASR/BMW/2017/F-43 dt 11/05/2017, which is valid upto 31/03/2018. The HCF is a 60 bedded hospital and competency to decide the case lies with SEE, Zonal Office, Amritsar. (Agenda note is also attached) In view of above, it is recommended that the consent to operate under Air (Prevention and Control of Pollution) Act, 1981 & under Water (Prevention & Control of Pollution) Act, 1974 may be granted upto 31.3.2022 with usual terms and conditions and with special condition that:- 1. The hospital shall submit analysis report of its effluent samples, within two months period from the date of issue of consents. 2. The hospital shall provide flow meter with Sewage treatment plant and to maintain records regarding quantity of effluent treated and units of electricity consumed for the operation of STP. 3. The hospital shall submit certificate from competent authority regarding permission of discharge of treated effluent into sewer.
Environmental Engineer Ro has also given recommendations that the consent to operate under Air (Prevention and Control of Pollution) Act, 1981 & under Water (Prevention & Control of Pollution) Act, 1974 may be granted upto 31.3.2022 with usual terms and conditions and with special condition that:-
1. The hospital shall submit analysis report of its effluent samples, within two months period from the date of issue of consents. 2. The hospital shall provide flow meter with Sewage treatment plant and to maintain recors regarding quantity of effluent treated and units of electricity consumed for the operation of STP. 3. The hospital shall submit certificate from competent authority regarding permission of discharge of treated effluent into sewer.
The HCF is 60 bedded as competency to decide the case lies with SEE, Zonal office.
If approved, the consent to operate under Air (Prevention and Control of Pollution) Act, 1981 & under Water (Prevention & Control of Pollution) Act, 1974 may be granted upto 31.3.2022 with usual terms and conditions and with special condition that:-
