It is intimated that the industry is a small scale orange category unit & is engaged in the process of washing of garments.
Earlier the industry was given personal hearing before the before Senior Environmental Engineer, Zonal Office-2, Ludhiana 23.08.2017, wherein it was decided that :-
1. The industry shall submit the compliance w.r.t. all the discrepancies including submission of consent applications, documents regarding the land use or proof of date of commissioning, location of industry w.r.t. the municipal limit etc, within 15 days.
2. The industry to provide DG sets on the canopy with adequate stack heights, within 15 days.
3. The industry to submit the application for obtaining consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 along with requisite documents, consent application processing fees and documented mentioned at Sr. No. 1 above, within 15 days through OCMMS (Online System).
4. Environmental Engineer, Regional Office-3, Ludhiana to visit the industry after 15 days, to check the compliance status and process the consent application within 7 days upon the receipt of same from the industry.
Now the industry has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS of the Board for the process of washing of jeans @ 300 nos/day with the discharge of trade effluent @ 70 KLD.
The industry has submitted a copy of the continuity certificate issued by ATP, Ludhiana to the industry vide its memo no. 3278/ATP/A/D dated 11.09.2017 that this unit is allowed upto Aug-2018..
The industry has uploaded the copy of the application applied by the industry for obtaining the permission from the CGWA for its tubewell.
The industry was visited by AEE of this office on 03.11.2017 to verify the latest status of the industry and observed as under:-
1. The industry was not in operation, during the visit and engaged in the process of washing of garments.
2. The industry has installed the 7 no washing machines and 3 LPG fired driers.
3. The industry has installed ETP based on Physio Chemical technology consisting of collection tank, Zig zag dosing system,floculator,Tube settler,Sump,Carbon filter and sand filter and same was in operation during visit. However, in the the feasibility report the industry has mentioned the Physiochemical followed by biological treatment .
4. The ETP was in operation during visit and treated effluent was being discharged into MC sewer.
5. The industry has got analyzed its effluent samples from the Approved lab of the board on 7.01.2017 and as per the analysis report, results are within limits.
6. The domestic effluent is also being discharged into MC sewer.
7. The industry has Provided the water meter at the inlet of water supply and its reading during visit was 4776KL and provided the water meter at the outlet of the ETP, its reading was 13KL.
8. The industry has installed one DG set of cap. 40 KVA with canopy and there is no other source of air pollution.
In view of above, it is recommended that:-
1. Consent to operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.08.2018 with usual conditions, please.
